Description
The National Cancer Institute (NCI), Cancer Center Research (CCR), Laboratory of Molecular Biology (LMB) plans to procure the brand name DeltaVision CORE Live Cell Imaging System manufactured by Applied Precision, Inc.;1040 12th Avenue NW; Issaquah, WA 98027-8929. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. The North American Industry Classification System code is 333314 and the business size standard is 500 employees. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on July 27, 2009. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to Ashley Virts: virtsa@mail.nih.gov. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). Please reference NCI-90124-¬AV on all correspondence. Part I: Background information and description of requirements: LMB is studying the assembly of the spore coat, a proteinaceous shell that encapsulates spores of the bacterium Bacillus subtilis, as a model system for understanding how the assembly of supramolecular structures will contribute to cellular morphogenesis. Live cell imaging of morphologically altered cells and measurement of protein localization on curved membrane surfaces will reveal if membrane curvature constitutes a widely conserved mechanism that drives protein localization. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II: Facts and Reasons to Justify Other than Full and Open Competition: Statutory Authority Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(2) and 13.501(a)(1). (b) Soliciting from a single source. (2) For sole source acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to subpart 13.5, the requirements at 13.501(a) apply. No other requirement and/or type for supply or service will satisfy agency need. Justification: The equipment is required for time-lapse investigation of bacterial development studied in the CCR Fluorescence Imaging Facility in the Laboratory of Molecular Biology (LMB). The DeltaVision CORE Live Cell Imaging System is designed for deconvolution, a mathematical treatment to collect stray light and restore contrast and resolution which is typically lost in standard microscope systems. Deconvolution is not an added on function, but an integral part of the system, making it the industry standard in deconvolution microscopy. The restorative deconvolution algorithm designed specifically for the Applied Precision microscope setup is unavailable with other systems which typically use a generic deconvolution algorithm, regardless of the type of microscope setup. No other vendors offer an optimized, designed from the ground up, system developed expressly for deconvolution microscopy. Salient Characteristics for DeltaVision CORE Live Cell Imaging System: •Software controlled Xenon 250W lamp which allows for long exposures •Less than 0.2msecs open/close Excitation Shutter •Swing enabled Fiber Optic module with Photo Sensor to measure light intensity delivered to each individual image •Optical Axis Integration (OAI) using single continuous sweep in the Z plane to collect and image data to create 3D projection • NanoMotion III Flexure Stage providing 10nm precision in the XY dimension and 4nm in the Z dimension allowing Multi point visiting over a 1” x 2” area •Camera imaging chip placed at the intermediate focal plane through the side-port of the microscope with no intermediate optics to degrade the image •Environmental chamber which allows the internal components of the microscope to be at the same temperature as the sample •Hand selected Objectives •Options for adding a QLM laser module (up to Four lasers) for FRAP, Act GFP and acceptor bleaching FRET, a TIRF module and a Multiplex Wavelength module •Custom restorative deconvolution algorithm designed specifically for microscope setup, not generic deconvolution algorithm
