Description
This is a notice of intention to issue a solicitation to provide Engineering Services for the AN/ALQ-161A System. The AN/ALQ-161A system installed on the B-1B platforms was designed and manufactured in the mid-1980s. The AN/ALQ-161A system implementation, with 1970s technology, has limited individual RF pulse processing capability when in a dense RF environment, is costly to sustain and is plagued with Diminishing Manufacturing Sources (DMS) issues. The contractor shall provide engineering services to analyze, demonstrate, investigate, test and document corrective action candidates to correct or improve current AN/ALQ-161A Radio Frequency (RF) pulse processing system level deficiencies. The corrective action candidates shall be evaluated from a system/subsystem/component perspective to identify total system deficiency correction potential as well as evaluate the most cost effective method of reaching the following goals: Correct known RF Pulse Processing system level deficiencies. Corrective actions are cost effective providing a reduced cost of ownership. Provide AN/ALQ-161A system architecture with inherent implementation technology capability to correct system level deficiencies such as oscillator synchronization. Maximize the potential of the Enhanced Preprocessor Avionics Control Unit (PACU) Replacement Computer (EPRC) capability. Provide ability to make future changes through software updates to face emerging threats. Period of Performance shall be 18 months after receipt of order (ARO). The proposed contract action is for supplies or services for which the Government intends to solicit sole source to BAE Systems Manufacturing Technology, Inc., Doing Business As (DBA) MTI (CAGE 1Z126) under the authority of 6.302-1 (only one source is capable of satisfying the government's requirement). A Letter RFP will be issued to the sole source contractor by the Contracting Officer. Please contact the CO for a copy. Export control applies. FAR 12 does not apply.
