- This announcement replaces solicitation number NIHES2009072. Preparation of the Report on Carcinogens Type of requirement Re-competition (Contract no. N01-ES-35505) This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service disabled, veteran-owned small business; 8(a) small businesses; women-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code 511130 for the proposed acquisition for which the small business size standard is 500 employees. Responses to the information requested will assist the government in determining the appropriate acquisition strategy. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institute of Environmental Health Sciences is requesting information to determine the availability of interested businesses to compete for a contract that will provide support for the preparation of the Report on Carcinogens (RoC). The RoC is a Congressionally mandated document that identifies and discusses agents, substances, mixtures, or exposure circumstances (collectively referred to as "substances") that may pose a hazard to human health by virtue of their carcinogenicity. The responsibility for preparing the RoC has been delegated to the National Toxicology Program. (NTP). Substances that are being considered by the NTP for possible listing in or removal from the RoC are evaluated by a rigorous review process. The goal of this contract is to provide support of NTP hazard identification activities targeted toward the prevention of diseases or adverse effects caused by environmental exposure to chemical or physical agents. The proposed contract duties include scientific and administrative support for (1) preparation of scientific review documents related to the scientific review process, (2) convening scientific meetings, and (3) preparation of the pre-publication draft of the RoC. The Contractor shall conduct literature searches, draft technical summaries or reviews of the literature in textual and/or tabular format, check the technical accuracy of the information, manage and format references, perform copy and scientific editing, and format and compile the information into review documents. Administrative and technical support (such as managing travel, securing a venue, and providing technical assistance at the meetings) is needed for scientific meetings related to the review process. The RoC is a compilation of substance profiles that describe the carcinogenicity, exposure and regulatory information for each listing, relevant tables, appendices, indexes, tables and supporting documents. The preparation of the pre-publication draft of the RoC includes updating information (such as exposure and regulatory) in substance profiles for currently listed substances, updating the related appendices and tables, and providing any additional administrative support related to preparing the preliminary and pre-publication drafts. To perform these tasks, the Contractor shall conduct literature, database, and internet searches, abstract the relevant information, check the technical accuracy, compile references, and copy edit the relevant documents. Technical Capabilities needed for the Report on Carcinogens Support Contract The potential contractor should have qualified staff and appropriate resources that will result in the production of high quality products, i.e., documents that summarize the scientific literature on a specific substance. The contractor should have key personnel on staff with advanced training or significant experience in both toxicology and epidemiology. In addition, key personnel should have technical expertise in chemistry, experimental carcinogenesis, mechanisms of carcinogenicity and genotoxicity. The key personnel must be employees of the potential contractor and not consultants. The contractor should have demonstrated experience in performing literature searches, summarizing scientific information (for the fields listed above) and exposure data, and identifying and summarizing government regulations. The contractor should also have personnel with strong writing skills and have experience in preparing summary reports. The contractor should have demonstrated expertise in copy and scientific editing, compiling and formatting large documents, and administrative support for recruiting qualified consultants, and convening scientific meetings. Capability Statements should clearly convey information regarding the respondents capabilities, including: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Interested organizations must submit a capability statement describing their company's experience and ability to perform this effort which includes the following: (1) a summary list of similar work previously performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement (names of staff are not required) ; (3) a general description of the facilities and other resources needed to perform the work; and (4) demonstrated ability to carry out the work. Each response should include the following Business Information: a. DUNS b. Company Name c. Company Address d. Company Points of Contact (both technical and administrative), including names, titles, addresses, telephone and fax numbers and Email addresses e. Current GSA Schedule (if applicable) appropriate to this Sources Sought. f. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. g. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) Respondents are reminded to mark any information that is considered proprietary, classified, confidential, or sensitive information. Interested organizations should submit five (5) hard copies of their capability statement, not to exceed fifteen (15) pages in length, excluding standard brochures, for receipt by the agency by 4:00 p.m. ET on August 3, 2009. Electronic submissions on a CD will be accepted. Please submit five (5) CD copies. Standard company brochures will not be considered a sufficient response to this sources sought synopsis. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in the Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
