Description
Justification for Other Than Full and Open Competition RECOVERY. This notice is provided for informational purposes only. This project is funded through the American Recovery and Reinvestment Act of 2009. A firm fixed priced contract has been awarded to RMF Engineering, Inc., of Baltimore, Maryland, on a sole-source basis for Architectural and engineering (A-E) services to update their previous design for the Major renovation of the U.S. National Arboretum, Administration Building and Laboratory, in Washington, D.C., to address deferred maintenance of critical Mechanical, Electrical and Plumbing systems. This contract is to update the existing design and provide construction administration and oversight during construction. In order to maintain a single source of liability, if any correction, revisions, or additions are required to be made to the project, they are required to be made by the professional engineer, or a representative within the company, who originally signed and sealed the documents. The original engineering documents for the project were signed, sealed, and dated by a professional engineer employed by RMF Engineering, Inc., who had prepared and approved the documents. As such, RMF Engineering, Inc., assumes liability for the design represented by the project engineering documents.
