- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The United States Air Force (USAF) intends to procure the following items on a sole source basis: Seven (7) Avionics Modernization Program (AMP) upgrades and five (5) Reliability Enhancement Re-engine Program (RERP) modifications to C-5 Aircrew Training System (ATS) devices. Purchase of the AMP upgrade kits will include modifications, both hardware and software, required to configure the C-5 Weapon System Trainers (WST) and the Cockpit Procedure Trainers (CPT) to the AMP configuration. Purchase of the RERP devices will include development, modification and integration, to include both hardware and software, to develop a C-5 RERP ATS design to modify the C-5 AMP devices to the new C-5 RERP configuration. These items will be acquired from CAE (cage 50237) utilizing FAR Part 15 procedures. Statutory authority permitting the use of other than full and open competition: 10 USC 2304 (c) (1), as implemented by FAR 6.302-1, Only One Responsible Source. Specific to this authority is FAR 6.301-1(a)(ii)(A) and (B), substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. The National Defense Authorization Act, Section 844, "Public Disclosure of Justification and Approval Documents for Noncompetitive Contracts", requires posting of Justification and Approval (J&A) documents. A copy of the approved J&A document will be posted to FBO in accordance with OUSD(AT&L)/DPAP Memo, 13 Feb 09, after contract issuance. It is anticipated that an Undefinitized Contract Action (UCA)/Letter Contract will be issued for two (2) AMP upgrades and one (1) RERP modification. The RERP development device is located at Dover AFB. The first AMP Weapons System Trainer (WST) device is located at Stewart AFB; the second AMP Cockpit Procedures Trainer (CPT) device is located at Travis AFB. The remaining five (5) AMP upgrades and four (4) RERP modifications will be pre-priced negotiated options. Anticipated date for UCA issuance is 31 July 2009. Definitization of the letter contract to include all devices will occur approximately 23 December 2009. This is a sole source procurement restricted to CAE. A written request for proposal (RFP) will not be posted publicly. Interested parties may request a copy of the RFP and all contract actions through the Freedom of Information Act (FOIA).
