- EXHIBIT 14 EXHIBIT 13 EXHIBITS SPECIFICATIONS This is notification to provide Architectural and Engineering Services for a Land Survey project, the East Humboldt Wilderness and Cadastral Boundary Survey. Responses to this announcement will be considered for selection. Firms desiring consideration shall submit completed Standard Form (SF) 330 for this project no later than August 14, 2009. The contract cost for Architectural and Engineering Services will be negotiated. Cost is estimated to be between $25,000 and $100,000. Estimated start date is October 01, 2009 with a project completion date of March 15, 2009. Under the authority of FAR Part 19.10, this acquisition is NOT set aside for Small Business. The project consists of a proper and legal survey of the East Humboldt Wilderness Area and the property boundaries of the Humboldt-Toiyabe National Forest. The project will require the retracement of lines of the Public Land Survey System (PLSS) in addition to the determination of angle point locations from topographic calls within a metes and bounds written description. This project will also require the posting and marking of wilderness and property boundary lines at intervals set by this contract. The Contractor will furnish all professional land surveying services, including all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform the survey, except materials to be supplied by the Forest Service as listed within the general specifications. All work shall be performed by, or under the direct supervision of a person licensed to practice surveying in the State of Nevada Project Location: The boundaries or portions thereof are within the following sections T. 36 N., R. 60 E., Section 1, Mount Diablo Meridian; T. 37 N., R. 60 E., Section 36; T. 37 N., R. 61 E., Section 29 and 30; totaling approximately 10.3 miles of boundary. General location is approximately 10 miles southwest of Wells, Nevada and 40 miles east of Elko, Nevada on the Humboldt-Toiyabe national Forest. Firms responding will be evaluated based on the following criteria: (1) Professional qualifications necessary for satisfactory performance of the required services, (2) Specialized experience and technical competence in the type of work required, (3) Experience and qualifications of proposed project personnel, (4) Capacity to accomplish the work in the required time, (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (6) Location in the general geographical area of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
