PURCHASE REQUISITION NUMBER: FD2030-08-05451 SYNOPSIS OPENING/POSTING DATE: 17 July 2009 (Friday) SYNOPSIS CLOSING/END DATE: 4 August 2009 (Tuesday) FORTHCOMING SOLICITATION/AMENDMENT NUMBER: FA8107-07-R-0006-0006 TENTATIVE SOLICITATION (RFP) AMENDMENT RELEASE DATE: 7 August 2009 (Friday) PLACE OF CONTRACT PERFORMANCE: Tucson, Arizona (AZ) SET-ASIDE STATUS: N/A ITEM DESCRIPTION: A) The Government awarded Contract Number FA8107-08-D-0001 to execute engineering requirements related to sustainment of the Advanced Cruise Missile (ACM) during the entire weapon system life cycle. B) ACM engineering services performed under Basic PIIN FA8107-08-D-0001 support mission requirements for Air Combat Command (ACC), United States Strategic Command (USSTRATCOM), United States Air Force (USAF) and other Federal or Department of Defense (DoD) organizations that provide oversight of this weapon system during sustainment. C) Basic PIIN FA8107-08-D-0001 was awarded as a Requirements type contract per FAR Subpart 16.503 with Options in accordance with FAR Subpart 17.2. D) Services performed against Basic Contract Number FA8107-08-D-0001 consist of Recurring and Non-Recurring engineering tasks under the following CLIN types: FFP; T&M; CP-FF Travel; Over and Above (O&A); NSP Data (CDRLs); and CP-NF Travel. AUTHORITY: Contract Number FA8107-08-D-0001 was awarded to Raytheon Missile Systems as a sole source acquisition on 28 Dec 2007. As a logical follow-on effort to Basic PIIN FA8107-08-D-0001 issued pursuant to the authority of FAR 6.302-1(b)(2), the Government intends to solicit and negotiate with only one source on this proposed contract action via release of Amendment 0006 to exercise/price Option Year II and price Option Year III. SYNOPSIS NOTES: A) Written procedures shall be utilized for the forthcoming solicitation amendment. Hardcopies of the forthcoming Solicitation Amendment shall not be provided by 327 ACSG/PK because they will be available for download at the Federal Business Opportunities (FBO) website or Governmentwide Point of Entry (GPE). B) Small business firms or others interested in subcontracting opportunities related to this procurement action shall coordinate with the approved source identified above. C) This synopsis does not constitute a Request for Proposal/Quote (RFP/RFQ) or Invitation for Bid (IFB) nor does restrict or limit the Government to a final acquisition approach. OMBUDSMAN: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
