FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. C) Seller is providing these products via IBM authorized channels for new equipment Federal sales. D) Full IBM warranties will be provided and none of these products will have a negative impact on the warranties of associated system components. The Department of State, Bureau of Public Affairs (PA) proposes to acquire Hewlett Packard equipment. This equipment will augment the Bureaus existing technical platform. Rationale for HP brand name: In a large computer network, diversity of brands and models severely drives up total cost of ownership (TCO)Staff must be trained on procedures specific to each brand of workstationsOperating system images must be created, tested, and updated for each brand of PC on the network because images contain the hardware drivers required for the operating system to function with that particular brand of PC. Maintaining multiple brand images duplicates administrators workload, driving up TCO.When manufacturer support is required to repair any hardware, all support calls go to the same place for any system. All equipment comes with a 3 year warranty, preventing technical obsolescence and keeping support costs down by always having equipment covered by manufacturers warranty.Using non HP products could potentially void the warranty. PA has a significant prior investment in HP servers. The goal of PA/EX/IT is to consolidate the network servers, desktops, laptops etc. to a cohesive configuration, making administration and support more efficient and thorough. This will result in less user downtime and the best possible contribution to the Departments mission and goals.
