Description
RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY – THIS IS NOT A SOLICITATION. This opportunity is a modification to an existing task order. This notice is for informational purposes only and is intended to provide notification of the use of funds authorized under the American Reinvestment and Recovery Act of 2009 on this contract. The United States Department of Agriculture, Farm Service Agency awarded a contract to Electronic Data Systems, LLC on 6/21/2008 for FSA - Database Management Office (DBMO). The FSA Database Management Office (DBMO) currently supports several hundred databases across FSA’s environments. These databases manage and secure the data for the FSA farm programs, farm loan program, financial, and administrative applications. As the database technology advances, the databases must be upgraded to leverage the increased performance that is required by the applications that support the FSA Service Center customers and staff. Highly skilled resources are needed for this effort to ensure that optimum technical decisions are made and implemented. The migration effort is needed in order to complete the migration objectives while DBMO also supports the existing legacy system databases, so that the other planned activities and schedules of FSA application development projects are not delayed. Award of this modification will permit DBMO to continue the database migration effort with contractor staff resources proficient in the business intelligence skill set necessary to support the FSA database migration effort. Overall, migrating the databases and proactively analyzing the performance metrics will improve the reliability and responsiveness of FSA farm program applications that are delivered to the FSA Service Center customers. This action is to fund a contract modification with Recovery Act funds. The nature of work sought under this task order modification consists of the following major categories of work functions: •Support the migration of FSA application databases by providing: •Sufficient, skilled resources for planning, designing and supporting the SQL Server 2005 database upgrade and migration effort. •Provide a migration plan and a process that is designed and implemented so that it does not adversely impact the delivery of any of the FSA services. •Provide resources to support the upgrade so that vendor maintenance and technical support will continue. •Provide resources to support the configuration, tuning, and application of the Database Performance Analysis tools that enable the database administrators to proactively maintain the health and performance of the databases. General Procurement Information The task order award is a firm fixed price contract that was awarded competitively. The project magnitude of the modification is estimated between $900,000 and $1,000,000. This modification will be effective for the duration of option period one. The NACIS code is 541511. The appropriate Treasury Account Symbol is TAS::120599::TAS.
