Description
The U.S. Naval Hospital, Okinawa, Japan intends to negotiate a sole-source contract (IAW FAR 13.3) with Abbott Diagnostics for a service and maintenance contract for a Prism automated immunoassay analyzer. The period of performance is 16 August 2009 through 15 December 2009. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.3), the sole source action is based on FAR 6.302-1(b)(1)(i). The NAICS for this requirement is 811219 and the SIC is 7699. The contractor is responsbile for all transportation and lodging requirements and shall furnish all supervision, labor, parts, supplies, and equipment necessary to provide telephone support, routine, emergency, and preventative maintenance for the Prism instrument. Reference provisions 52.212-1, Instructions to Offers – Commercial Items, apply to this acquisition. FAR 52.212-4, Contract Terms and Conditions – Commercial Items apply to this acquisition. Offerers need to include a complete copy of provisions at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items with their offer (registered in CCR, DUNS number, Cage Code and Tax ID number). The clause at 52.212-5, Contract Terms and Conditions required to implement Statues of Executive Orders – Commercial Items, applies to this acquisition. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer by 30 July 2009. Supporting evidence must be furnished in sufficient detail, to demonstrate the contractor’s capability to provide and ability to comply with the above requirements. All responsible sources may submit a quotation, which shall be considered by the government. All costs must be included in the offer. Information can be e-mailed to the Contracting Officer at james.teruya@med.navy.mil. Telephone and facsimile requests will not be accepted. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, U.S. Naval Hospital, Okinawa, Bldg 6000, Camp Lester, Okinawa, Japan 904-0103, will proceed with the sole source procurement from Abbott Diagnostics.
