Description
RECOVERY--Restoration of the existing Corporal Gordon M. Craig Army Reserve Center (ARC) in Brockton, Plymouth County, Massachusetts, including the training building with 61,548 square foot (SF), Organizational Maintenance Shop (OMS) with 4,875 SF, and Unheated Storage with 2,735 SF. The training building and OMS will be repaired/restored and brought up to current Army Reserve standards. Repairs will replace floors, ceilings, doors, electrical, mechanical, fire protection, and plumbing systems. A new main entry will be provided on the training building and a new maintenance work bay will be added to the OMS. Supporting facilities will include replacement of utilities serving the project/site, paving of existing parking lots, and fencing. The estimated cost range for this project is $10M to $25M (closer to $10M). This is a General Small Business Set-Aside procurement. NAICS code is 236220. Size limitation is $33.5M. The construction contract duration is approximately 490 days. A site visit is tentatively scheduled for 9:00 AM (EDT) on 26 August 2009 at the Corporal Gordon M. Craig ARC Training Building in Brockton, MA. This project is a part of the American Recovery and Reinvestment Act (ARRA) of 2009. The following ARRA clauses will be included in the solicitation/contract: FAR 52.225-23, American Recovery and Reinvestment Act of 2009 (the Recovery Act) -- Buy American Requirements for Construction Material; FAR 52.203-15, American Recovery and Reinvestment Act of 2009 (the Recovery Act) -- Whistleblower Protections; and FAR 52.204-11, American Recovery and Reinvestment Act of 2009 (the Recovery Act) -- Reporting Requirements. The proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process with the following rated evaluation criteria: Prime Contra ctor Past Experience, Prime Contractor Past Performance, and Management Plan including schedule. The approximate issue date is 28 July 2009 and approximate closing date is 10 September 2009, 2:00 PM Eastern Daylight Time (EDT). Project documents will be issued via the web only.
