- SYNOPSIS The Intelligence Advanced Research Projects Activity (IARPA) will host a Proposers’ Day Conference for the Knowledge Discovery and Dissemination (KDD) Program on August 20, 2009 in anticipation of the release of a new solicitation in support of the program. The Conference will be held from 8:30am to 6:00pm in the Washington DC metropolitan area. The purpose of the conference will be to provide information on the Knowledge Discovery and Dissemination Program, to address questions from potential proposers and to provide a forum for potential proposers to present their capabilities for teaming opportunities. This announcement serves as a pre-solicitation notice and is issued solely for information and planning purposes. The Proposers’ Day Conference does not constitute a formal solicitation for proposals or proposal abstracts. Conference attendance is voluntary and is not required to propose to future solicitations (if any) associated with this program. PROGRAM DESCRIPTION AND GOALS The objective of the Knowledge Discovery and Dissemination (KDD) Program is to enable Intelligence Community (IC) analysts to quickly produce actionable intelligence from multiple sources of information including newly available data sets that are unfamiliar to the analyst. KDD has two main research thrusts: (1) Alignment of data models and (2) Advanced analytic algorithms that process data across multiple data sets. (1) Alignment of Data Models: Associated with every data set is a data model. The data model describes the way the data is organized, terms that are extracted and labeled, and sometimes a formal ontology. For the analyst to effectively use the data set, the data model associated with the data set must be aligned or mapped to the analyst’s data model. Currently, alignment is achieved through a manually intensive process that prevents analysts from quickly using data that becomes available to them. The KDD program is interested in research that will automate the alignment of data models to allow data sets to be used quickly and effectively. (2) Advanced Analytic algorithms: Advanced analytic algorithms infer information from the analyst data model to perform analytic tasks. These tasks include but are not limited to: topic spotting, semantic clustering, social network analysis and geo-spatial processing. There are known algorithms that perform such tasks over a single corpus of data. These techniques breakdown when applied across very different types of data. The KDD research program is interested in research that will extend advanced analytic algorithms to apply across multiple and different types of data sets. The KDD program will measure research against realistic IC problems on real data in a statistically rigorous fashion. Each performer will be required to deliver their research as a working prototype in a Government specified framework that will be tested against realistic problems to measure the speed and accuracy of their process to align data models and the accuracy of their advanced analytic algorithms. KDD is anticipated to be a four year program. The KDD Program will consist of both unclassified and classified research activities and expects to draw upon the research strengths of academia and industry through teaming. Successful proposers will combine cutting edge research with the ability to develop robust prototypes. Consequently, a significant portion of the KDD Proposers Day conference is dedicated to providing the opportunity to develop teaming arrangements. REGISTRATION INFORMATION Attendees must register no later than 5:00pm EST August 14, 2009 at http://conference.brtrc.com/KDD_pd/registration. Directions to the conference facility and other materials are available on the website. Due to space limitations, attendance is limited to no more than 2 representatives per organization. All attendees will be required to present a government issued photo identification (e.g. driver’s license or passport) to enter the conference. ADDITIONAL INFORMATION The afternoon will include Presentation & Poster sessions to provide an opportunity for attendees to present capabilities and explore teaming arrangements. Details on the presentation and poster formats, and the procedure for submitting a request to present, will be provided after approval to register for the Conference has been granted. Opportunities to present will be limited by time and will therefore be limited to the first 15 registered University respondents with approved presentations, and the first 15 corporate respondents with approved presentations. Poster areas will be provided to the first 60 registered respondents with approved posters. Presentations to the Government to solicit feedback are not intended, and KDD government personnel will not be present during these sessions. This Proposers’ Day is intended for participants who are eligible to compete on the anticipated BAA. Other Government Agencies, Federally Funded Research and Development Centers (FFRDCs), and University Affiliated Research Centers (UARCs) will not be eligible to submit proposals to the anticipated BAA or participate as team members under proposals submitted by eligible entities. While such entities are not prohibited from attending the Proposers Day, due to space limitations, preference will be given first to those organizations that are eligible to compete. IARPA will not provide reimbursement for costs incurred to participate in this conference. Electronic devices with the ability to record are prohibited at this event.
