Description
Clarification: Submissions are due on 21July2009 no later than 4:00 PM (Pacific Standard Time). Notification is extended from 14July2009 to 21July2009. I. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks AE Act (PL 92-582) as implemented in FAR Subpart 36.6. The services will consist of Civil (Coastal) Engineering for Civil Works Projects along the shorelines of the United States and Mexico, with geographic predominance placed on the California coastline. The majority of the work and services will be for civil works projects. However, there may be a smaller portion of the work and services for military and support for others projects. This solicitation is 100% Small Business set-aside. Only Small Business will be considered for award. There will be two (2) indefinite delivery contracts awarded for Architect-Engineer (A-E) services. Each contract is for a sixty (60) month period or until the not-to-exceed amount of $5,000,000.00 has been met, whichever occurs first. Work will be issued by negotiated firm-fixed price task orders. The estimated contract start date is November 2009 for a period of sixty (60) months (through October 2014). Work is subject to availability of funds. Estimated construction cost is not applicable. The North American Industry Classification System (NAICS) Code for this action is 541330 under Professional, Scientific, and Technical Services, and the small business size standard is determined as $4.5 M average annual gross revenue for the last three (3) fiscal years. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service contract Act, as determined relative to the employees office location (not the location of the work). 2. PROJECT INFORMATION: The work and services shall consist of planning and formulating reconnaissance and feasibility studies. Typical studies encompass navigation, waves and hurricane shore protection, fish and wildlife habitat protection and enhancement, coastal flood plain management, and a multitude of other complex coastal resources study and engineering activities. Services required include project management, the ability to provide map data and conduct numerical analyses through coastal/hydrology/hydraulic computer modeling with visualization output to GIS ArcView coverages, and the ability to acquire oceanographic field data, such as vibratory core sediment sampling, grab sediment sampling and rotary wash sediment coring, side-scan sonar bathymetry, beach profiles, magnetometer, and sediment profile images. 3. SELECTION INFORMATION: The selected firm shall have the capability of accomplishing a minimum of 50% of the total required work. The selected firm for this contract will be expected to submit a quality control/quality assurance plan and to adhere to it during the work and services required under the contract. In Section H of the SF 330 describe the Design Quality Control Plan (DQCP), including Design Quality Assurance Plan (DQAP) of subcontractor(s). The DQCPs must be prepared and approved by the Government as a condition of contract award, but are not required with this submission.
