- Fort Hood Directorate of Contracting is issuing a pre-solicitation notice for a firm fixed price construction contract to construct a 3,200 square feet, pre-engineered steel buildings to be used in support of the Logistical Support Elements Operations. The site located at 62nd street and 761st Tank Battalion Avenue, vicinity of building 2805 on Fort Hood Texas. This acquisition is 100% set aside for qualifying HUBZone small business firms under NAICS 236220 (Size Standard $33.5 Million). The magnitude of this procurement is estimated to be between $500,000.00 and $1,000,000.00. At no point will any bid be accepted which exceeds the statutory installation level threshold of $750,000.00 for new construction. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Davis Bacon Wage Decision TX20080049, version 4, Building Construction for Bell and Coryell Counties, Texas will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract special provisions, terms and conditions. This project encompasses full construction to include, but not limited to: constructing a 3,200 square foot, pre-engineered steel building to support the LSE Operations. The proposed building shall be approximately 3,200 square feet. After general site clearing, the building pad and adjacent area will be rough graded and select fill will be placed under the proposed building slab to bring the facility to the required finished elevation. Utility connections to water distribution, sanitary sewer, and exterior electric shall be installed. Water service and electrical service shall have metering service installed. The new facility shall be constructed as a pre-engineered metal structure on reinforced concrete slab on grade. The new steel building shall have a standing-seam metal roof. Soffits, fascias, gutters and downspouts shall match the color of the metal roof. The exterior claddings shall be R-panel. Building exterior shall include concrete stoops, canopies, exterior doors and windows. The interior finishes shall include metal stud and drywall walls, lay-in acoustical ceiling, gypsum board ceilings, vct flooring, and tiled floors and walls. Power and lighting shall be installed throughout facility. Mechanical ventilation, including distributed conditioned air and exhaust systems, shall be installed. A mass notification system shall be installed in the building. Site improvements include signage, finish grading, and re-establishment of vegetation. Communications conduit and power shall be installed; this project does not include the installation of communications wiring. This project does not include a fire alarm system or fire suppression system. The Government has allocated 180 calendar days for completion all of the contract requirements. The solicitation will be issued on or about 4 Aug 09 under solicitation number W91151-09-B-0019 to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
