Description: RECOVERY: PRE-SOLICTATION NOTICE FOR CONSERVATION OF THE 35TH DIVISION WATER FOUNTAIN MAONUMENT IN JEFFERSON BARRACKS NATIONAL CEMETERY, ST. LOUIS, MO (PROJECT NO. R-CSD-63-DI39) This amendment corrects the pre-solicitation description of the 35th Division Water Fountain Monument and extends the due date for the solicitation to August 10, 2009. This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0106 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment necessary for comprehensive repair, conservation, cleaning and other treatment, as necessary, of the 35th Division Water Fountain Monument in Jefferson Barracks National Cemetery, 2900 Sheridan Road, St. Louis, Missouri 63125, in accordance with the project deliverables and tasks. The project is to conserve the 35th Division Water Fountain Monument in Jefferson Barracks National Cemetery, St. Louis, Missouri. Constructed in 1952 according to the design by architect Eugene J. Mackey, the monument-fountain consists of a large granite fountain bowl with four nozzle openings set upon a rectangular block base; the fountain is centered within a concrete deck that is surrounded by a low limestone-block enclosing wall. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are equal to price. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation.
