- JOFOC REQUEST FOR FBO POSTING Posting Type: Notice of Intent to Negotiate Sole-Source Contract Posting Date: July 20, 2009 Response Date: August 3, 2009 Archiving Date: August 8, 2009 Solicitation Number: AB133E-09-RQ-0467 Title: Systems Upgrades & Replacement Parts for DATRON 5-meter LEO-T Antenna Systems Contract Specialist: Alex Smith I am requesting to post the following: This publication serves as notice of intent to procure supplies & services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), NESDIS/CDAS, on a sole source basis with the DATRON Advanced Technologies, Inc., in accordance with the authority of 41 U.S.C. 253 (c)(1), One Responsible Source. Using FAR Part 13, (Simplified Acquisition Procedures) the Government intends to negotiate a contract with DATRON Advanced Technologies, Inc. for systems upgrades & replacement parts for Government owned DATRON 5-meter LEO-T antenna systems at and Data Acquisitions Stations located at Fairbanks, AK and Wallops, VA. The systems upgrades & replacement parts are for Government owned DATRON 5-meter LEO-T antenna systems and are necessary to maintain the systems operational reliability. The resulting contract will serve that purpose. DATRON Advanced Technologies, Inc. is uniquely qualified to provide the required supplies and services because the existing systems are DATRON 5-meter LEO-T antenna systems and the L-3 Communications Datron Advanced Technology Division is the original equipment manufacturer. Thus, the DATRON 5-meter LEO-T antenna system design and all parts are proprietary to L-3 Datron. The requirements for spare parts and upgrades to the existing systems are necessary to maintain the systems operational reliability. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist requesting a copy of the solicitation and all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 517410 and the small-business size standard is $15 M of average annual receipts. All vendors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). NO award can be made unless the vendor is actively registered in CCR.
