Description
This is a sole source requirement to IHS Global (cage code: 6A920). A requirement exists to contract for services necessary to support the Air Force Expeditionary Combat Support System (ECSS) parts configuration data conversion activities. This effort is for the conversion of indentured parts records contained in Illustrated Parts Breakdown (IPB) documents for uploading to the Parts Configuration Management System. To reduce the percentage of errors during the conversion process, an automated rules processor will be utilized. The automated rules processor will use source data from Haystack, a commercially owned logistics database owned by IHS Global. IHS is the only source capable of performing actions necessary to clean-up Master BOM data in a timely manner, which is fundamental for successful implementation of ECSS. The validation of the captured IPB data is an automated process that compares data for thousands of parts with those from the Haystack source database and updates the captured IPB data if discrepancies are founds. The validataion process via the rules processor requires access to source data from Haystack for a complete database of up-to-date parts information. This internal source code, which manages and interfaces the source database to its external applications, is the intellectual property of IHS Global. The Government will be setting up an IDIQ contract with a two (2) year ordering period with IHS Global for this requirement. This will not be a recurring requirement.
