Description
The Angeles National Forest (ANF) is developing two proposals for future Fuels and Vegetation Management Activities. This type of work must comply with environmental laws including National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA), and Clean Air Act (CAA). Fuels and Vegetation Management Activities may qualify for categorical exemption from further documentation under NEPA. The intent is to identify whether extraordinary circumstances may exist. For each project where extraordinary circumstances may exist, the circumstances requiring further study shall be identified. Projects to be assessed under this Statement of Work are identified on Attachments 1 and 2. A map of each project is included. Background – A need has been identified on the Santa Clara/Mojave Rivers Ranger District (District) for fuels and vegetation management. The District has developed proposed actions for each of the two projects to move the ecosystem closer to desired conditions defined in the Forest Plan. For the projects, the district will initiate and complete internal and external scoping to identify potential issues and significant issues to the proposed actions. It is the surveys that the contractor will do to identify if any extraordinary circumstances exist. Once analysis is completed, the district will write the decision document based on the results of the surveys applicable to each project. Scope - The contractor shall collect required information, conduct surveys and analysis, and prepare documentation to comply with the applicable laws. Location - The writing of these documents shall take place in the contractor’s site but meetings with the Forest Service contact will be at the Santa Clara/Mojave Rivers Ranger District Office, 28245 Ave. Crocker, Valencia, CA, unless otherwise arranged. The proposal areas are located across the Santa Clara Mojave Rivers Ranger District. Tasks – For each project the contractor shall: 1.Biological Review – A.Plants: Objectives- Determine the presence/absence of threatened, endangered, proposed and Forest Service sensitive (TEPCS) plants; determine habitat suitability for federally listed plants which may occur within project areas; adjust project boundaries, where possible, to avoid suitable habitat; and conduct presence absence surveys for federally listed plants in situations where suitable habitat cannot be avoided. To accomplish this objective, the Contractor shall utilize the following approach: i.Contractor shall conduct a floristic survey and presence/absence surveys of project areas using the protocol provided by the Government to determine the presence/absence of TEPCS plants. Although rare plants shall be the focus of these surveys, the Contractor shall provide a list of all plant species observed. A list of plants will be provided to the contractor. ii.Should it be determined that suitable habitat or TEPCS plants are present, the Contractor shall work with the Forest Service to determine if the project can be redesigned to avoid impacts to suitable habitat and known occurrences of TEPS plants. iii.Contractor shall contact forest Botanist prior to commencing work on the forest. iv.Contractor shall utilize the USDA Forest Service publication Threatened, Endangered and Sensitive Plants Element Occurrence Field Guide, March 2005. v.Contractor shall utilize the Threatened, Endangered and Sensitive Plants Element Occurrence field form for any Forest Service sensitive plants that are found. Form to be provided by the Government. B.Wildlife: Objectives - Determine the presence/absence of TEPCS wildlife species that are known to occur or have the potential to occur within project areas; determine habitat suitability for selected federally listed wildlife species; adjust project boundaries, where possible, to avoid suitable habitat; and conduct presence absence surveys for federally listed wildlife species in situations where suitable habitat can not be avoided. To accomplish this objective, the Contractor shall utilize the following tiered approach: i.Contractor shall conduct wildlife surveys and presence/absence surveys of project areas at a sufficient level to determine the presence/absence of TEPCS species. A list of species will be provided to the contractor. Although TEPCS wildlife shall be the focus of these surveys, the Contractor shall provide a list of all wildlife species observed. ii.While In the process of conducting TEPCS wildlife surveys, as described above in item 1, the contractor shall determine habitat suitability for selected federally listed wildlife species. Protocols and species list to be provided by the Government. iii.Should it be determined that suitable habitat is present for TEPCS wildlife, the Contractor shall work with the forest to determine if the project can be redesigned to avoid suitable habitat. 2.Prepare an Air Quality report that meets the requirements of General Conformity regulations, 40 CFR part 51 – subpart W and part 93 – subpart B, of the Federal Clean Air Act for Federal Non-Attainment areas. For each project a Conformity Analysis and/or Conformity Determination must be prepared and shall, include: A.Applicable State/Air District Smoke Management requirements B.Applicable Air District Rules C.Applicable Air District Levels of Significance D.Applicable Federal Conformity Threshold levels E.Project emission sources (both direct and indirect) F.Emission factors used (include citation) G.Estimated total annual project criteria pollutant emissions (both direct and indirect) H.Recommended mitigation measures I.Recommended smoke monitoring techniques and locations (For proposals involving prescribed burning,) 3.Prepare a Hydrological survey and report A.The hydrological report must contain: i.Delineation of watersheds containing the project area. ii.Description of the actions and potential impacts iii.Describe the soils delineated within the designated watersheds including hydrologic class, depth, erosivity and slope. iv.Analyze existing date for precipitation, stream flow, erosion and sedimentation. v.Explanation and application of analytical methods/models used for streamflow estimates, slope and channel erosion-sedimentation analysis vi.Describe existing conditions and impacted future conditions with BMP’s and without BMP’s. 4.Prepare a Visual Analysis/Assessment A.The Visual Analysis/Assessment must contain: i.Forest Standards based on the Design Criteria of the 2005 Angeles National Forest Land Management Plan, Part 3 ii.Use of the Scenery Management System (SMS) to analyze the potential visual/scenic effects in relation to the proposed action. iii.Review proposed action to ensure compliance with the Scenic Integrity Objectives (LMP Part 2 2005). iv.Work with the forest to redesign any aspect of the proposal that will not meet the Scenic Integrity Objectives. v.The Visual Analysis/Assessment shall meet Forest Service standards and format that will be provided to the contractor. 5.Prepare a project file (FSH 1909.15 31) “Scoping” and Forest Plan consistency determinations are not included in this contract. GIS data shall be based on a calibration of a GPS unit as follows: North American Datum 83; UTM, Zone 11N; units: meters, provide the following: 1.GPS based Latitude, longitude and UTM 2.GPS closed traverse with acreage calculation. (unit: meters) This is a cascading Hubzone Set-Aside. HubZone and Service-disabled Veteran-owned Businesses will be evaluated equally. Both will be given a 10% price differential over other Small Businesses. The solicitation will be avaialble on FEDBIZOPS on or about August 3, 2009
