Description
FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items Schedule of Items and Prices Template for OIS-09-393, Document Duplication Services for the NRC Public Document Room Attachments (NRC Form 171, NRC Manual Chapter 0209, and NRC Form 187) to the Statement of Work for OIS-09-393, Document Duplication Services for the NRC Public Document Room Statement of Work for OIS-09-393, Document Duplication Services for the NRC Public Document Room This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written hard-copy solicitation will not be issued. The U.S. Nuclear Regulatory Commission (NRC) is seeking proposals from contractors to provide document duplication services for the NRC public document room. The solicitation number is OIS-09-393 and is issued as a Request for Proposal (RFP); the contractor shall provide the NRC with the services described in the attached Statement of Work. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-34. The resulting contract intended for this procurement will be a no cost to the government contract as compensation to the contractor will come directly from the NRC public document room customers. The proposed period of performance is a two-year base period and three one-year options. The North American Industrial Classification System (NAICS) code for this procurement is 561439. This solicitation is a 100% small business set-aside. Offerors are to include a completed copy of provision 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Proposals shall contain a technical approach and a pricing schedule. The pricing schedule shall be prepared using the attached Schedule of Items and Prices format. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Proposals will be evaluated and award will be made based on a Best Value basis (Tradeoff). Price is considered a substantial factor, but it is less in relative weight of importance to the other listed non-price factors. Price will not be point scored. The total possible points are 100 points. EVALUATION CRITERIA 1. Past Performance - (40 Points) Extent to which the offeror demonstrates successful past performance on contracts or purchase orders of similar size and scope to this procurement, within the past three years. 2. Technical Approach (40 Points) Extent to which the offeror demonstrates a thorough understanding of the requirements and their ability to perform the work, establish satisfactory workflow processes and assure quality deliverables, meet planned schedules and delivery dates, monitor project status, resolve problems, mitigate risks, control costs, and effectively manage and oversee the work. Extent to which the offeror’s proposed billing policy and procedures address the public’s needs and the requirements in the Statement of Work. 3. Personnel Qualifications (20 Points) Extent to which the offeror demonstrates that proposed key personnel have the requisite experience and qualifications to satisfy the NRC’s requirements, and are available to perform the work. The offeror must provide evidence of related education, knowledge, and experience of proposed personnel, and backup personnel, in the activities stated in the statement of work. INSTRUCTIONS FOR ADDRESSING EVALUATION CRITERIA: Past Performance Offerors shall describe current and past work of a similar or identical nature in such a manner that an evaluation can be made of the performance history and the relevance of this experience to the requirements of the solicitation. Documented evidence of technical expertise in the field may include: letters of commendation from commercial clients and/or Federal Government agencies, certificates of appreciation, or awards received showing a high level of performance and customer satisfaction. Offerors shall provide at least three current/previous contracts of the same or similar size and scope to the proposed effort. Contracts listed may include those entered into by the Federal Government, agencies of the State and local governments, and commercial customers. It is incumbent upon offerors to provide information which is accurate, current, and verifiable as the NRC may, but is not required to, contact any or all of the referenced points of contact to verify the information provided. Provide any other pertinent information that will aid in the evaluation of your performance record. Offerors who do not have any past performance of their own in this type of work shall be evaluated on the basis of the past performance of their teaming partners or subcontractors. Each contract reference shall include the contract number, name of governmental or commercial entity, period of performance, dollar value, point of contact, email address and phone number, contracting contact name and phone number, technical representative name and phone number, and a brief description of the work performed. In addition, identify all contracts that your firm has been awarded that were terminated for default, or subject to any disputes. If none, a negative statement is required. Technical Approach Offerors shall clearly demonstrate to the NRC that they have the technical expertise and the equipment necessary to perform the effort described in the statement of work. Offerors shall demonstrate experience in all document duplication services, as well as customer billing, required by the NRC public document room. Personnel Qualifications Offerors shall provide resumes for all proposed personnel, including backup personnel. Personnel who are essential to performance will be designated as "Key Personnel." Discuss current and planned availability of all proposed personnel to perform this effort. Offerors are required to identify any current/former NRC employees who have been or will be involved, directly or indirectly, in developing the proposal, or in negotiating on behalf of your firm, or in managing, administering, or performing any tasks, consultant agreements, or subcontract resulting from this solicitation (list name, title and date the individual left NRC and provide a brief description of the individual’s role under this proposal). If there are no current/ former NRC employees involved, a negative statement is required. The closing date will not be extended for the purpose of responding to questions received after that date. The closing date for receipt of proposals is Monday, August 17, 2009, by 3:00 p.m. EST. NRC is not responsible for technical difficulties and or administrative problems associated with transmission of the files to the NRC. RFQ OIS-09-393 will be distributed solely through the FedBizOpps website (http://www.fedbizopps.gov.) The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents will not be available. Because this RFQ will be posted on this website, interested parties are instructed not to call, send letters, e-mails or faxes requesting the RFQ. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The NRC requires the prospective awardee to be registered in the Central Contractor Registration (CCR) database prior to award and during performance of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, Central Contractor Registration. Potential offerors who are not registered should consider applying for registration immediately if interested in responding to this solicitation.
