- PECOS SOW This is a notice of intent to issue an extension to a delivery order against a GSA contract number GS-35F-4797H to CGI Federal Inc, 12601 Fair Lakes Circle, Fairfax, VA 22033 on a Sole Source basis under the authority of FAR 8.405-6(b)(1), Only one source is capable or responding due to the unique or specialized nature of the work. In order to meet CMS's time sensitive needs, it is imperative that CMS utilize a contractor that has total knowledge of the design and development of the Provider Enrollment Chain Ownership System (PECOS) payment system. The proposed action is a nine month extension to the existing delivery order that will expire March 23, 2010. This contract extension would enable CMS to successfully implement the next major time-critical release of Provider Enrollment Chain Ownership System (PECOS), Release 7.0, and to implement the Medicaid State Provider Enrollment System in four pilot states. In addition, this extension would also provide for some system stabilization and allow for a potential three month transition to a new support contractor. Under this delivery order CGI Federal will (list is not all inclusive, refer to the attached scope of work): 1. Maintain, enhance, and continue operation of the PECOS system; 2. Issue release 7.0 of PECOS that will include the modernization and transition of the remaining Windows-based software, written in Visual Basic, to the target architecture on a Unix-based platform; 3. Leverage the PECOS software in support of the Medicaid Integrity Group and its Data Engine; and 4. Leverage the Identity and Authentication (I&A) solution housed in the National Plan and Provider Enumeration System to ensure a seamless transition environment. This announcement constitutes the only notice; a written solicitation will not be issued. However, interested persons may identify their interest and submit written capability statements in response to the attached Statement of Work. The Government will issue a sole source extension to the task order unless an entity can demonstrate that it can perform the work instead of CGI Federal, Inc. Entities that believe they can perform the work should express interest within 15 calendar days of publication of this notice. The entity should demonstrate its unique capability by providing adequate justification to support its claim, i.e. corporate experience, technical considerations, past performance, etc. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Written responses should be submitted via e-mail no later than close of business August 3, 2009 to Robin Evans at Robin.Evans@cms.hhs.gov. Phone calls will not be accepted.
