Description
AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA). This is a presolicitation notice to announce that the Department of Interior, National Park Service, Alaska Regional Office intends to issue an Invitation for Bid for purchase and installation of a wind turbine at Anaktuvuk Pass, Alaska. The system(s) shall include the tower, generator, all controls and wiring, related equipment and accessories needed to make a complete system, including connection to the local electrical utility. The estimated range for this project is between $100,000 and $250,000. The applicable NAICS code for this action is 237130, the Small Business Size Standard for this NAICS is $33.5M. The IFB will be issued under the Small Business Competitiveness Demonstration Program (see FAR Subpart 19.10). This project is subject to the Davis-Bacon Act. A Fixed Price award will be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. Responders are advised that the requirement(s) may be delayed, cancelled, or revised at any time during process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. To be eligible for a government contract, contractors must be registered in the Central Contractor Registration (CCR) government system prior to award. The link for the CCR can be found at http://www.ccr.gov. We advise potential bidders to begin the registration process when they prepare their proposal to ensure the registration in the CCR database is complete and in-place should they be selected for award. The anticipated issuance date of the IFB is August 3, 2009 (subject to change). The IFB will be posted at the National Business Center (http://ideasec.nbc.gov). General information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Bids will be opened on or about September 3, 2009 (subject to change) 2:00 p.m., Alaska Local Time. Any amendments to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED.
