Description
Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing: A contractor with experience in processing and analyzing diffusion tensor data in a large population of pediatric subjects. The contractor should have familiarity with computer programs used for MRI data analysis and have performed specific work in the field of magnetic resonance imaging of neurodevelopmental disorders. The contractor should be familiar with PC, Mac and Unix computer platforms and with a broad range of computer programs used for image analysis such as Slicer, SPM, MIPAV, AFNI and NIH_DTI software packages and visually inspect image data and output for data quality. Contractor must be available to start working immediately. Contractor must have a publication record in the field of diffusion tensor data analysis in pediatrics subjects, proving the ability to develop original strategies for addressing questions arising in assessing brain development and neurodevelopmental disorders. The contractor would perform tasks related to organizing MRI data, assessing image quality, and interacting with others who will be setting up a database for organizing the data locally. The contractor will be primarily responsible for maintaining a database for image record keeping and tracking purposes and will also participate in performing analysis of population data for testing of general neurodevelopmental hypotheses. The contractor will compare and contrast region of interest based methods for image analysis with other methods that will be developed by investigators and collaborators of the NICHD, this is an important aspect of the services needed. The contractor should have organizational skills and the ability to interact positively and effectively with personnel within and outside of the NICHD having different professional backgrounds, this is an important aspect of the services needed. Interested firms with the capability of providing the required service are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541990 with a size standard of $6.5M. All respondents are requested to identify their firms size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement should include references. Two (2) copies of the capability statement must be received at the address identified in this synopsis prior to 3:00 p.m. local time at designated location on July 29, 2009. Responses by fax or e-mail WILL NOT BE ACCEPTED.
