- SF 18, Request for Quotation - NH and MA Field Review of Appraisal Svs. Field Review of Appraisal Services/Statement of Work - NH and MA This is a combined synopsis/soliciation for the commerical items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotations are being requested and a written solicitation will not be issued. The solicitation number for this effort is R93AH0036. This requirement is issued as a Request for Quotation (RFQ). This solicitation is a 100% small business set-aside procurement under North American Classification Code 531320. The applicable size standard is 2 million. The U. S. Department of Housing and Urban Development (HUD) has a requirement for Field Appraisal Review Services covering the following counties in New Hampshire: Hillsborough, Rockingham, Merrimack, Strafford, Coos, Grafton, Carroll, Sullivan, Chesire, Belknap and the following counties in Massachusetts: Middlesex, Essex, Suffolk, Norfolk, Bristol, Plymouth, Worchester, Berkshire, Franklin, Hampshire, Barnstable. Both New Hampshire and Massachusetts is serviced by the HUD Philadelphia Homeowneship Center. The Period of Performance is a base contract period (12 months) and four one-year contract periods. HUD estimates the base contract period value to be $20,000. This is an indefinite delivery requirements fixed unit price contract. The contract requirements are as stated but not limited to the following: FHA appraisal cases will be assigned to the contractor. For each case assigned, the contractor shall inspect the property and return a completed Appraisal Review Report to HUD via FHA Connection Web Based system followed by a mailed hard copy to be reviewed no later than 20 calendar days after the date received. For detailed information see the Statement of Work which is included in this documentation and can be downloaded from this site. Appraisers who conduct field reviews under this contract must be NH and MA state certified appraisers and be in good standing on the FHA Appraiser Roster. The successful offeror must be registered in Central Contractor Registration system at http://www.ccr.gov. Quoters should review the entire RFQ prior to the submission of a quotation. The RFQ consists of the following sections, Standard Form 18, Request for Quotation and a template of provisions, clauses, certifications, Statement of Work and other attachments. Offerors must addres two evaluation factors listed in the RFQ. Instructions on how to submit a quotation are contained in Item 1.15 of the RFQ. Electronic or facsimile quotations will not be accepted. Quotations must be sent to: Pat Leseman, Contracting Officer, HUD, 920 Second Avenue South, Minneapolis, MN 55402-4012. The Contracting Officer will issue an award to the responsible quoter/offeror whose submission will be the most advantageous and overall best value to the Government, price and other factors considered. HUD may issue an award to other than the lowest priced quoter/offeror. Quoters/offerors must submit prices for the base contract period and the four additional contract periods.
