Description
GREAT ONYX JOB CORPS CCC Department of the USDA Forestry Service 3115 Ollie Ridge Road Mammoth Cave, Ky. 42259 270-286-4514 Date: March 20, 2009 SCOPE OF WORK: FOR THE REPAIR OR REPLACEMENT OF EQUIPMENT TO IMPROVE TEMPERATURE LEVELS THROUGHOUT THE EDUCATION BUILDING #3 Deficiency ID #: 63371 Funded Year: 2007 Description: Building # 3 houses the education classrooms. There have been numerous complaints of discomfort by the staff and students related to uneven temperature throughout the building. The center maintenance staff and local HVAC contractors are unable to troubleshoot and repair. The purpose of this scope of work is intended to retain the services of a certified HVAC testing, adjusting, and balancing consultant to evaluate the existing HVAC system serving the Education Building (approximately 6000 SF with 11 classrooms) and perform the measures required to balance the air distribution system and properly control the HVAC system. Location: The Great Onyx Job Corps Civilian Conservation Center is located at 3115 Ollie Ridge Road, Mammoth Cave, Kentucky in Edmonson County. The center is on the property of the Mammoth Cave National Park. The United States Department of Agricultural (USDA), Forest Service operates the center. Building #3 is located on the main entrance drive-way next to the food service building (building #2). GENERAL REQUIREMENTS: The current HVAC system in the Education Building #3 was updated in 2007, but has a variance in equal distribution of heat and air throughout the separate classrooms. This has caused some discomfort to the occupants of the building. The contractor shall perform HVAC testing, adjusting, and balancing to evaluate the existing HVAC system and perform the measures required to balance the air distribution system and properly control the HVAC system. Intent of Scope: The Contractor shall furnish, install, warrantee, and provide for service for the equipment called for under this scope. It is the intent of this scope of service to obtain HVAC equipment that has the lowest total owning and operating cost, that is, the lowest total of initial cost, energy cost, and maintenance cost. Minimum EER values are shown in the section on equipment performance. The Contractor is encouraged to offer more efficient equipment in its bid if it offers a better value to the Job Corps Center. In order to achieve low maintenance cost, the equipment shall be designed to require little maintenance, and for ease of service when maintenance is required. The equipment shall be designed for a minimum inventory of spare parts, with the maximum number of parts common to all equipment furnished under this scope. In order to minimize downtime, spare parts shall be readily available. In order to minimize long term costs, the use of a refrigerant not regulated by the Montreal Protocol is preferred. Contractor's bid shall include removal and disposal of any existing equipment, recovery and disposal of existing refrigerant in accordance with local, state, and Federal regulations, all equipment, accessories, refrigerant, and startup services necessary to place the equipment in full operating condition. Equipment Detail Specifications:+ Electrical Requirements: The power supply for HVAC system is three-phase. Connect all equipment to existing power supply connections. All wiring to be done to the National Electric Code, or local codes, whichever is more stringent. Provide new disconnect switches at all equipment, and new wiring from the disconnect switch to the unit if needed. All wiring shall be in EMT or conduit, with the exception of final power connections from the disconnect switches to the equipment, which shall be in flexible, liquidtight conduit. Temperature Controls: The Contractor shall provide new control systems necessary to control the HVAC equipment, independently of the existing control systems. The new control systems shall be furnished with and supported by the manufacturer of the HVAC equipment. The contractor shall furnish and install new room thermostats for the equipment. The Contractor may reuse the existing room thermostat cable, if it is compatible with the new control system, and if the Contractor judges the cable to be in good condition. Installation Detail Specifications Contractor shall provide all equipment, demolition and installation labor, installation equipment, rigging, and miscellaneous material required to make a finished and complete installation. Codes: All work shall be done to governing Codes and Standards, including, but not limited to, the National Electric Code, the ASHRAE Refrigeration Piping Code, EPA regulations on handling refrigerants, and good industry practice on refrigeration piping and charging of refrigeration systems. Electrical: Contractor shall inspect the existing wiring before connecting the equipment, including power supply connections at the circuit breaker panel. If possible, the Contractor shall check the voltage at the equipment, with the equipment running. In all cases, the Contractor shall measure the voltage on all three phases with the new equipment installed and running. If the voltage is below the manufacturer's rated minimum voltage, the Contractor shall investigate and report to the Owner. The equipment will not be run with inadequate voltage. Piping: The Contractor shall furnish and install all refrigeration piping required to connect the condensing units and provide for balanced air flow throughout the building. Piping shall be adequately supported, free from pockets. Pipe supports for the suction lines shall be external to the insulation. Contractor shall connect the condensate drain lines from the equipment to existing drain lines, as necessary. Drain connections may be solvent joined PVC. Ductwork: The Contractor shall furnish and install any ductwork required to connect the indoor units to ensure a balanced system. New ductwork shall be galvanized steel, fabricated and installed in accordance with SMACNA standards. All equipment shall be installed in a manner that provides adequate access for maintenance. Start Up Services Contractor shall start up the equipment, and supervise its operation for a period of 5 days, making any necessary adjustments, including balancing the air flows. Where required by the manufacturer, Contractor shall arrange to have a start-up technician approved by the manufacturer perform the start-up services. After the equipment is working properly, the Contractor shall instruct the Owner's maintenance personnel on the proper operation and maintenance of the equipment. The Contractor shall provide a minimum of two 8 hour days of instruction. The Contractor shall provide 3 DVDs of the complete training. Airflow Balancing Contractor shall adjust the airflows where possible to have the airflow match the load. In most cases, the original design drawings are not available, so airflow adjustment will be on the basis of correcting areas that appear to have too much or too little heating or cooling. Information on which areas need adjusting will be provided by the Owner. Contractor shall provide a maximum of 16 hours of technician time per system. Any additional balancing will be the responsibility of the Owner. Instruction Manuals Contractor to provide 3 copies of instruction and maintenance manuals for all equipment furnished under this Scope. Manuals to be specific to the equipment furnished. Contractor to provide 3 copies of all startup reports, test and balance reports. If any equipment requires factory startup, Contractor shall provide 3 copies of all factory technicians' reports. Warrantees The original equipment manufacturer shall warrant that the compressors on all the condensing units are free from defects for a period of 5 years from the date of start-up, in the service in which the units are applied. The original equipment manufacturer shall warrant the remainder of the equipment to be free of defects for a period of one year from the date of start-up. The Contractor shall warrant that the installation is free of defects for a period of on year after start-up. Service Contracts As part of the quotation, the contractor shall furnish a price for an optional service contract on the equipment furnished under this Scope, for a period of one year, starting at the expiration of the one year warrantees. The service contract shall cover inspections, preventative maintenance, and breakdown maintenance on all of the equipment furnished under this contract. Routine maintenance, such as filter changes, will be performed by the Center. It is the intent of this scope of work to obtain reliable HVAC equipment, with low maintenance costs, and which will not experience long outages Contractor shall maintain a sufficient stock of spare parts for the equipment so that any breakdown of the equipment shall be repaired within 48 hours Bids Contractor shall furnish a fixed price for furnishing and installing the equipment under this scope of work. Contractor shall also furnish a fixed price for an optional service contract to cover all of the equipment under this scope of work, for one year, commencing at the end of the warranty period. Contractor shall provide an option to renew the service contract for three additional years, making a total of 4 years of service contract coverage. Center reserves the right to accept or reject the service contract, and to accept or reject the options to renew. A pre-bid walkthrough will be held on August 4, 2009 at 1030 am central time.
