Description
NASA/ARC has a requirement for one new Inertial Measurement Unit (IMU) and toobtain the services to reconfigure an existing IMU to NASAs performance requirements of10 Hz Input/Output, and 4 Degrees/Second Range. NASA currently owns two IMU modelsLN-200 manufactured by Northrop Grumman, and one of those will be reconfigured with thisprocurement.NASA/ARC intends to purchase the items from Northrop Grumman Navigation Systems Divisionof Woodland Hills, CA 91367 under the authority of FAR 13.106-1(b) Soliciting from asingle source.The new IMU is required to interface with an existing NASA system. Thecurrently owned LN-200s have been extensively tested and are baselined for the LunarAtmosphere and Dust Environment Explorer (LADEE) mission. To develop a custom interfaceusing an IMU other than the LN-200 would require substantial cost and labor. Procuringmultiple units from another manufacturer would require duplication of the completedcharacterization testing. Only Northrop Grumman can reconfigure the existing LN-200 IMUto NASAs performance requirement.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing only to: Wilfredo Querida (Wilfredo.Querida@nasa.gov) not later than4:30 p.m. Pacific time on August 6, 2009. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
