Description
Combined Synopsis/Solicitation This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in Federal Acquisition Regulation subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. Q3000090457 is issued as a Request for Quote (RFQ) and will be awarded as a firm-fixed price contract for Commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 541690; with a small business size standard of $7 million of annual gross revenues of the total concern for the last 3 years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-32. This procurement is a commercial item. The estimated magnitude of this procurement is between $25,000 and $35,000.00. In accordance with Federal Acquisition Regulation Chapter 19.202a, Each acquisition of supplies or services that has an anticipated dollar value exceeding $3,000, but not over $100,000, is automatically reserved exclusively for small business concerns and shall be set aside for small business Fredrick Douglas House Emergency Operation Plan Q3000090457Fixed Price - Indefinite-Delivery/Requirements Contract BACKGROUNDThe Frederick Douglass National Historic Site (FRDO) is a two-story structure built in the 1850's with an attic and basement that is listed on the National Register of Historic Places. The building has outside dimensions of 70 feet by 38 feet, exclusive of the front porch and a height that is approximately 32 feet. The first and second floors occupy a space of approximate 1,750 sq ft each. The attic has an area of approximately 980 sq ft and the basement is approximately 580 sq ft. The building is a combustible, wood frame structure consisting of wood structural and partition framing members with plaster on lath wall and ceiling materials, wood flooring, and some wood finish members. As built, these materials are expected to offer minimal fire resistance, and may be capable of providing enough fuel loading to support an uncontrolled fire of approximately two to three hours duration. The Frederick Douglass House is operated as a house museum, with an occupant load of less than 25 persons and retains features that were found when it was used as a private residence. Fuel loading is typical for a 19th century residential facility with combustibles consisting of paper, cardboard, wood furnishings, and natural fabrics. The adjacent cottage is a single story wood framed building of approximately 64 feet x 42 feet in dimensions for a floor area of approximately 2,400 ft2. The cottage is operated as an administrative office structure, with an occupant load of less than 10 persons. The Growlery is a small one-room structure of rough stone masonry with a crude wooden door, no windows, and a brick fireplace/chimney. The Visitor Center is constructed of concrete and glass and contains a movie theatre, rest rooms, an exhibit area, and two skylights. PURPOSE of CONTRACT: to select a vendor who will: "conduct a risk assessment of the Frederick Douglass National Historic Site which consists of 4 structures and museum objects in storage or on exhibit"based upon a risk assessment, provide a strategy of work plan"work with the staff at the site and National Capital Parks-East (NACE) to develop a comprehensive Emergency Operations Plan"work with the staff at the site and NACE to develop a flipchart for immediate response to emergencies"to provide editorial services for review of the drafts for editing and formatting, printing and collating, in compliance with all HFC textual and graphic rules and regulations. "develop training sessions for implementation of the plan for site employees PURPOSE of PLAN: to guide the staff in the management of and response to emergencies, disasters, and hazards to include the following goals: "identifying, anticipating, and avoiding emergencies, disasters, and hazards "mitigating damage when emergencies, disasters, and hazards occur to avoid or minimize further damage "recovering from emergencies, disasters, and hazards as quickly and professionally as possible so that no human life is lost and minimal collection and structural damage and loss occurs"to enable site to get back to normal as soon as possible THE CONTRACTOR SHALL ADDRESS THE FOLLOWING ISSUES: "providing compatibility of the Emergency Operations Plan with appropriate sections of the NCR Continuity of Operations Plan, which needs to include the Homeland Security Plan for federal buildings, and, in particular, with its language, terminology and Threat Advisory System "integrating the Emergency Operations Plan with the facilities' existing plans and SOPs including the Emergency Plan for National Capital Parks - East. This document must be consistent with EOPs developed in other NPS parks. Samples of these documents will be provided. The EOP is a single comprehensive plan with four draft sections. Sections 1.Emergency Quick Guide. This draft section is to become a 20-paged flipchart with vertically-staggered pages in multiple colors. Required is editing, formatting, printing, and assembly in accordance with sample provided. Paper stock and layout will be as in sample. Total copies required: 502. Emergency Operations Plan. This draft section is to become a 250-paged document housed in a three-ring, tabbed binder. Total copies required: 20 3. Building and Utilities Inventory and Floorplans. This draft section (Chapter 7 in document no. 2 above) is to become a 35-paged document housed in a three-ring, tabbed binder. Required is printing and assembly. Total copies required: 214. Museum Collection Recovery Inventory. This document is to become a 150-paged section housed in a three-ring, tabbed binder. Required is layout, formatting, printing, and assembly. Scanned photographs are included. Assembly to include a section with floorplans and photographs to be sleeved, i.e. one floorplan with associated photographs. Consolidated comments will be returned to the Contractor within 30 days. A second draft plan is requested within 60 days and 10 draft copies provided to the Contracting Officer Representative for park, regional, and peer review to determine if the comments have been incorporated and has enhanced the scope and intent of the project. The final EOP shall be delivered to the satisfaction of the Contracting Officer Representative in accordance with the specifications. GOVERNMENT FURNISHED PROPERTYAccess to: NACE Emergency Plan, NACE Homeland Security Plan, National Capital Region's Continuity of Operations Plan, NACE's Incident Command System, NACE's Checklist for the Preservation and Protection of Museum Collections, and the Museum Handbook. The contractor will be exposed to sensitive information regarding FRDO's security and fire systems and a list of the park's high value museum objects. This plan and the procedures within are considered to be sensitive and proprietary and should not be available for view by others. PRE-MEETING: Before commencement of work, the Contracting Officer shall arrange a meeting with the Contractor and pertinent staff to discuss the work in general. This discussion shall include administrative matters, NPS policy and regulations, (smoking, eating, drinking on-site) safety and accident prevention, questions the Contractor may have and points that need to be resolved. COMPLETION: Due to the complexity of the Site and all the jurisdictional contacts, a draft plan shall be completed within 100 days and 10 indexed copies in notebooks will be provided to the Contracting Officer Representative for Center, regional, and peer review. Consolidated comments will be returned to the Contractor within 30 days. A second draft plan is requested 60 days later to determine if the comments have been incorporated and has enhanced the scope and meaning of the project. The final product shall be delivered to the satisfaction of the Contracting Officer Representative in accordance with the specifications within 1 years from receipt of Notice to Proceed. Product will be considered final when plans are distributed and accepted by the Contracting Officer's Representative (COR). PRODUCTS: A closeout meeting will be held with the principles to discuss the Contractor's findings, training issues, and implementation of the plan. The final product will result in 25 copies of the flipchart for staff. There will also be 10 copies of the comprehensive plan in binders with all appendices, maps, etc., indexed in the binders for future updating of the plan and there will be 10 CD-ROMs of the plan, all appendices, maps etc. in Microsoft Office 2007. The Contractor will conduct a 1-day training session for 25 trainees to familiarize them with the plan and to prepare staff to implement the procedures outlined in the plan. AWARD AND PAYMENTPayment will be performance based. Upon completion of the work deliverables the contractor shall submit an invoice to the Contracting Officer Representative (COR) for payment.
