Description
Combined Synopsis/Solicitation Request for Quote Communication Tower Inspections and Repairs Laredo and McAllen, TX This is a combined synopsis/solicitation Request for Quote (RFQ), Solicitation Number: RFQ 20048394 for commercial services to inspect and maintain communications towers located in and around Laredo, TX and McAllen, TX, in accordance with the included Statement of Work (SOW), all provisions/clauses found in this document, and FAR Subpart 12.6. This announcement constitutes the solicitation. The National American Industry Classification code is 237130, with a business size code of $33.5 million. CBP Indianapolis intends to award a Firm Fixed Price order for these services. Quotes shall be submitted to Barbara B. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. (2) While not required, the contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations. 52.228-5 Insurance – Work on a Government Installation (Jan 1997), (a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract. (b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective--(1) For such period as the laws of the State in which this contract is to be performed prescribe; or (2) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer. (c) The Contractor shall insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors' proofs of required insurance, and shall make copies available to the Contracting Officer upon request (as necessary). Liability--(a) Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. (b) General liability. (1) The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. (2) Property damage liability insurance shall be required only in special circumstances as determined by the agency. (c) Automobile liability. The contracting officer shall require automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims. (d) There shall be no exclusionary clauses added to this contract for any asbestos related work that would void the required General Liability insurance. End of Clauses. Contractor shall provide all labor, materials, supervision and transportation in strict accordance with all specifications, terms, conditions, provisions, and schedules of this solicitation and any resulting contract document to provide Communication Tower Inspection and Maintenance in accordance with the SOW: Schedule of Pricing 0001 – Inspection and Maintenance of Towers 3.2.1 through 3.2.7 (7 each) $___________ 0002 – Inspection and Maintenance of Towers 3.2.8 through 3.2.11 (4 each) $___________ Total $___________ STATEMENT OF WORK 7/8/09 Federal Government Tower and Site Inspection(s) US Customs and Border Protection 1.0General: The work contained in this statement of work consists of the contractor furnishing all personnel, equipment, materials, supplies, travel, etc., necessary to accomplish the services described herein. 2.0Applicable Documents and Standards: The following items are required and suggested references for guidance to accomplish the required tasks. CFR29 Labor Part 1926, OHSA Workforce Safety. CFR47 Federal Communications Commission Part 17, Construction, Marking and Lighting of Antenna Structures. Defines painting and lighting requirements of the towers. EIA/TIA/ -222 rev G, Structural Standards for Steel Antenna Towers and Antenna Support Structures. NFPA 70, National Electric Code NFPA 780, Lightning Protection EM-385-1-1, Safety and Health Requirements Manual Motorola R56 Standards and Guidelines for Communications Sites. All work shall be performed in accordance with manufacturer specifications and in compliance with Motorola Quality Standards for Fixed Network Equipment Installations, R56. The part number to this manual is 68-81089E50-0 and can be obtained directly through Motorola. 3.0Scope of Work: The contractor shall perform required inspection on the identified tower sites as specified herein. The inspection will be on guyed towers owned exclusively by the Government as listed in paragraph 3.2 of this document. Findings of all test and inspection results shall be furnished to the COTR assigned. Deficiencies shall be identified in two categories, those discrepancies that are considered dangerous and relate to life threatening or serious bodily harm in nature and require immediate attention, and those discrepancies that are of lesser importance and do not pose a danger but still require urgent attention. All work completed shall be performed in accordance with quality industry practices acceptable to the government. The scope of work shall cover the tower sites identified below. Contractor is responsible to provide the necessary equipment used to test or measure and provide personnel trained in the use of that equipment to report their findings. 3.1US Customs and Border Protection owned tower sites: •Inspect and test the site’s grounding perimeter system. Check to ensure the tower, equipment shelter, and Ice Bridge are in compliance with the latest version of Motorola R56 standards, Type B. •Inspect antennas, transmission lines, grounding kits, connectors, brackets and hardwire. •Inspect the tower lighting system overall condition, its conduits, pull boxes, outlet boxes, obstruction and beacon light lens housing assemblies. Check for corrosion, any physical damage, water damage, loose or missing hardware. Check all electrical commercial power A/C electrical connections, condition of A/C feeder power cables, A/C grounds, as well as the condition of the associated power source circuit breakers. Check to ensure the proper operation of the lighting system, to ensure both day and night modes, utilizing the photo cell, are functioning IAW the manufacturer specifications. •Inspect tower for correct plumb and guy wire tension based on specification as builds. Check all guy wires cables and their anchors, along with torque arms and guy wire brackets for physical damage, corrosion, loose or missing hardware and grounding. •Inspect safety climb cables and ladders for physical damage, corrosion, loose or missing hardware in accordance with manufacturer specifications. •Inspect tower for corrosion, rust, and physical damage to structure beams and cross members and brackets. Check all brackets and beams for loose or missing bolts, as well as the condition of the corrosion preventative coatings or existing exterior paint. •Re-lamp tower. •Inspect the exterior grounding on the equipment shelter. •Where applicable inspect all perimeter fences around tower and tower anchors for physical damage, corrosion, loose missing hardware. Ensure all is grounded to Motorola’s R56 grounding standards. 3.2Site(s) information to accomplish 3.1 requirements. Model; E1DBSL Controller/ Dual Medium intensity LED/Strobe •AOR; San Antonio Field Support Office •AOR POC’s: FTS, Mike Fowler, 956-764-3291 Office, 956-229-9758 Cell; SFTO, Sam Leyva, (210) 295-9577 Office, (210) 865-0855 Cell. 3.3Exceptions and addendums As this document may be amended site to site based on unique circumstances or requirements not included in paragraph 3.1, those items are listed below and shall be included as a component of the work required or excepted.: None 4.0General Requirements The Contractor shall ensure that: •All work shall be completed in accordance with quality industry installation practices. •All equipment, materials, calibration and/or adjustments shall be installed and performed in accordance with manufacturer's specification and in compliance with Motorola Quality Standards for Fixed Network Equipment Installations, R56. •Local, state and/or national building and electrical codes are to be followed, where applicable, and all necessary permits are secured. •All Federal, State and local regulations applicable, to include the Service Contract Act, FAR 52.222-41, are complied with. 5.0Performance Standards and Other Requirements: •Contractor shall not use dissimilar metals in all aspects of work performed so as to create a potential for corrosion to occur, reference Motorola R56, Chapter Six, Dissimilar Metals. •Contractor shall be responsible to correct any and all damages caused by Contractor's employees, subcontractors, and/or representatives and agents. •All site work to be performed shall be IAW manufacturer's installation specifications, technical manuals, and by the Motorola Quality Standards and Guidelines for Communication Sites R56, Part Number 68-81089E50-0. •It shall be the Contractor's responsibility to provide adequate transportation for all designated equipment/materials to all sites and to transport unused equipment/materials to their original locations. Contractor shall also be responsible for packaging and all on-load and off-load requirements. •Throughout the contract period, the government shall reserve the right to perform random inspections and/or to contract with other organizations performing such services to ensure the Government’s interest is protected. •Vendor's must provide all Test Equipment used to accomplish this Scope, along with the right for the government to spot check calibration records or stickers to ascertain the validity of the Test Measurements and Diagnostic Equipment (TMDE). 6.0 Inspection of Tower Sites: Each prospective offeror shall contact the local Field Technology Supervisor to arrange for a one time site visit of the proposed tower sites to fully acquaint himself/herself with the sites’ existing conditions, as they relate to the work requirements and the logistics involved in accomplishing those tasks. The offeror shall thoroughly examine and familiar himself/herself with the drawings and technical specifications for each tower site. Offerors are strongly encouraged to conduct a site visit of each tower site before submitting proposals. The contractor, by the execution of the contract shall in no way be relieved of any obligation under it, due to his/her failure to conduct a site visit and acquaint himself/herself with conditions at each site. Therefore, the government will be justified to reject any claim based on facts which the contractor should have known by visiting the job sites before submitting an offer. 7.0Permits and Licenses. In the performance of work hereunder, and prior to commencing any work, the Contractor shall obtain and maintain in effect all necessary permits, licenses, liability insurance, and or bonded required by Federal, State and local governments, or subdivisions thereof, or of any duly constituted public authority. Furthermore, the Contractor shall obey and abide by all applicable laws and ordinances. 8.0 Inspection of Acceptance. A government or contracted representative will ensure that all requirements are adhered to at the sites listed in section 3.2. The government representative will report in a written document of site inspection results. 8.1 Inspection of Grounding Work. Government reserves the right to observe electrical ground tests performed by the contractor. Such observations will be handled through local coordination. 8.2 Final Inspection and Acceptance. All work performed by the Contractor will be inspected by the government COR or the designated inspector for compliance, completion, and acceptance. Upon receipt of Contractor’s written notification of actual project completion, the Government will have a fourteen-day period to inspect the work and ensure contractor has complied with all aspects of the contract. The Contractor shall correct all noted discrepancies within a thirty-day period. Government shall reserve the right to accept or reject Contractor work. The Contractor shall have the sole responsibility to correct all discrepancies that result in rejection of work as noted by the Government. 9.0 Removal of Debris from Tower Sites. The Contractor shall be responsible for cleanup and removal of all debris resulting from work being performed on a daily basis. All trash shall be removed from the job site as required to maintain a clean work environment at all times. The Contractor shall keep the work area neat, orderly and free from accumulation of waste materials. Upon completion of work at each tower site, the Contractor shall remove all tools, equipment, obstructions, and debris. 10.0Deliverables: •The Contractor shall successfully complete the tasks. All work shall be performed in accordance with the tower equipment manufacturer’s standards. •The Contractor shall be responsible for providing results of the inspection in the form of a comprehensive written and electronic (MS Word, Excel or PDF) report. Documentation supporting the Contractors findings (i.e. maps, pictures, test results, etc.) are required. 11.0Order of Performance: The contractor shall accomplish the work requirements of this document within 5 days at each location. 12.0 Schedule: The contractor shall coordinate the start date and completion with the COR or their appointed representative. The contractor shall complete the work under this purchase order within 60 calendar days or less after being issued the notice to proceed (NTP) by the contracting officer. 13.0 Damage to Government Property: The contractor shall take necessary steps to avoid any damage to government facility and its equipment. Any government property that sustains damage during performance of work at various tower sites shall be returned to its original condition or replaced with like or acceptable substitute approved by the COR. 14.0 Documentation: Applicable documentation will be available on site to the contractor during performance of the work specified herein.
