- The Department of Veterans Affairs Library network intends to issue a sole source contract to Lexi-Comp, Inc. This aquisition is for for a subscription which contains access to clinical textbooks for Point of Care Dental Services. The subscription/dental databases being maintained is proprietary and protected by copyright law. The resultant contract will be a firm fixed price purchase order. The NAICS code for this order is 519130. The justification detailing the government's essential need for Lexi-Comp Clinical Subscription is below. The Library Network Office researched available products for point of care dental service and found this well rounded and complete product that encompassed the needs we listed as necessary. Although there are well rounded products in clinical medicine for medical physicians, this is the only resource we located that matches the needs of the VA Dentists. The information is proprietary and contributed to by recognized experts in the field of dentistry. In consultation with Dr. Timothy Ward, Assistant Under secretary for Health for Dentistry, he approved of our selection for relevancy and appropriateness for the VA dentists current and ongoing needs. The Statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1), FAR Subpart 6.302-1, only one responsible source and no other supples or services will satisfy agency requirements. Companies who can provide the above listed subscriptions must request a copy of the RFQ not later than 07/25/09 via the following address: Anthony.Wilson3@va.gov. Written correspondence/facsimile and Oral requests are not acceptable. The estimated award date is 08/3/09. The resultant purchase order will be firm fixed price. All responsible sources may submit a proposal that will be considered. The NAICS code is 519130 for this procurement.
