- This action has been awarded under the American Recovery and Reinvestment Act(ARRA) of 2009. In compliance with this Act, the Government posts this notice that TaskOrder (TO) 27 was issued under contract NNJ08JB01C, the Environmental Contract, toprocure environmental services in support of Hurricane Ike Phase II roof repairs fundedby the Recovery Act. The environmental services under this TO support the roofreplacements known as Roof Package 1, contracted for under Contract NNJ09JD50C. Theenvironmental services include environmental compliance oversight, industrial solid wastetransportation and disposal, and review of all plans, specifications, and drawings toensure environmental requirements are included in each roof replacement project. Inaddition, modification 55 was issued for associated funding, modification 56 was issuedto revise the procedures for invoicing, and modification 57 was issued to add clausesapplicable to the ARRA of 2009. &lt;P&gt;The Environmental Contract was awarded on a competitive basis.This TO was issued underthe cost-type contract arrangement in accordance with the contract. A cost-typearrangement is appropriate due to uncertainties involved in contract performance that donot permit costs to be estimated with sufficient accuracy to use any type of fixed-pricecontract. In addition, a cost-type contract was selected to provide the contractor thegreatest incentive for efficient and economical performance, given the types of servicesto be performed. This Environmental Contract has experienced personnel and documentedperformance to mitigate the Government's risk.&lt;P&gt;In order to meet the requirements of the Recovery Act in the most prudent businessmanner, within the time constraints imposed, the existing Environmental Contract is themost appropriate contractual vehicle for the work required. &lt;P&gt;Oral communications are not acceptable in response to this notice. &lt;P&gt;
