Description
THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors (BBG), Office of Cuba Broadcasting, Administration Office (OCB/A) located in Miami, FL intends to negotiate non-competitively a commercial item contract with Sierra Automated Systems (SAS), 2821 Burton Ave, Burbank, CA, 91504-3224. The contract will be for a SAS Rubicon RSL16 with components to upgrade the master control system and for the engineering services to install, integrate, and configure those components to work with all existing systems and interfaces. SAS is the original equipment manufacturer of the current routing switchers and control surfaces used in the Radio Marti studios. The various units in the studios and Master Control must be completely interoperable for Radio Marti to meet its mission. Therefore, SAS is the only source to meet our needs. In accordance with FAR 6.302-1(a)(2) the Government determines that only one responsible source is available for this requirement. SAS is the OEM and sole provider of the necessary items needed to upgrade the master control while being integrated with the existing hardware configuration. Any information received from firms interested in responding to this notice must be sufficient in detail to afford an evaluation without any need for additional submission and the information submitted will be considered solely for the purpose of determining whether to consider a competitive procurement. Interested firms should reply by 5 PM CDT, 31 July 2009.
