Description
The US Army Corps of Engineers, Army Geospatial Center (AGC) has a requirement for Systems Engineering and Technical Assistance (SETA) contract to support of the Army Space Program Office (ASPO). Therefore this Request for Information (RFI) is to determine if there are sources capable of satisfying the governments requirement. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the governments requirement are sought. The anticipated North American Industry Classification Systems Codes (NAICS) for this requirement is 541611. The business size standard is $7.0M. Your response should identify your business size (large or small) in relation to this NAICS code. Contractor personnel will require DoD security clearances at least at the Sensitive Compartmented Information (SCI) level for all key personnel. Handling of material up to SCI level is required. SCI Facility clearance is required. Storage Clearance of at least SCI level is required. AGC is assessing the existence of sources and requesting capability packages from industry on the specified requirements listed herein. We are also seeking sources that possess an in-depth understanding of the requirements and are able to address their knowledge and abilities as related to the functions listed. Responses will be limited to no more than 20 pages and shall address each of the following areas: knowledge of operations of national and tactical Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Human Intelligence (HUMINT), Measurements and Signatures Intelligence (MASINT) and Geospatial Intelligence (GEOINT) systems. SETA support is needed for activities spanning Operations, Maintenance, Training, Fielding, Acquisition planning and Program Management. The contractor work force must possess subject matter expertise and be capable in technical and operational issues associated with national and tactical systems which includes, ground and space architectures; constellations; dissemination systems; and, current exploitation systems. In addition to Intelligence and Information Management for Intelligence Data and Processing, the contractor work force must to be versed in, prevailing federal acquisition processes; Urgent Material Release (UMR) processes; national space community infrastructure; Intelligence Community (IC) proponents; and, Program Executive Office-Intelligence, Electronic Warfare, and Sensors (PEO-IEWS) acquisition processes. The contractor shall travel to both military and non-military locations, both in CONUS and OCONUS. The contractor could potentially be required to deploy in support of a crisis or actual military operation. Performance will take place at: Continental United States (CONUS) locations. Primary location is the Army Space Program Office (ASPO) in Alexandria Va. Approximately 80% of work force will work at ASPO. The remaining 20% of the work force will be at various Commercial, Government, and Agency facilities in the greater Washington DC area or liaison positions within CONUS. Interested sources are encouraged to submit capability statements under this RFI. AGC will not pay for information provided and will not recognize any costs associated with submission.
