- Description
- The Orlando VAMC intends to issue a Request for Proposal (RFP) for a Design/Build Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for maintenance, repair, construction, and design-build services at various VA Orlando Healthcare facilities included as part of the American Recovery & Reinvestment Act. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses. Work includes, but is not limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, medical air and vacuum systems, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build and other related work. The contractor(s) shall provide all drawings, specifications, labor, material, supplies, equipment, transportation, expertise, and supervision that meets or exceeds VA standards to meet the requirement. All work will be in accordance with individual task order requirements and shall meet all EPA, Federal, State, DEQ, JCAHO (Joint Commission for the Accreditation of Hospitals) and OSHA regulations. The MATOC will be an Indefinite-Delivery Type Contract awarded to at least (2) contractors and no more than six (6) contractors. The North American Industry Classification System (NAICS) codes for this work are 236220 (size standard $33.5 Million), 238220 (size standard $14.0 Million), and 238210 (size standard $14.0 Million). The anticipated contracts will consist of a Base Award Period of one (1) calendar year, and 2 one-year option periods. Total contract period, to include options, shall not exceed three (3) years. Individual Task Orders will range from $100,000.00 to $2,000,000. The total dollar value of individual task orders placed against this contract shall not exceed $15,000,000.00 to any one contractor. Applicable Davis-Bacon construction wage rates will apply to task orders issued against these contracts. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a Seed Project. Prospective offerors must submit a written past performance and technical proposal and a price proposal for the seed project to be considered for award. The seed project will be used to evaluate the price proposal and portions of the technical proposal. Award of the seed project is Subject to Availability of Funds. It is anticipated that the solicitation will be available on/about August 10, 2009. A Pre-proposal conference and site visit for the seed project is scheduled for the following dates at the following locations: To Be Determined (TBD). Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation, prior to attending for clearance to the facility. The solicitation will be available on/about August 10, 2009 only by viewing or downloading from the FBO website. The solicitation closing date is scheduled for on-or-about September 10, 2009.
