Description
The Naval Air Systems Command (NAVAIR) has a requirement for engineering and technical services to support Improved Capability (ICAP) products for the EA-6B aircraft. NAVAIR intends to negotiate on a sole-source basis with Northrop Grumman Technical Services, Inc. (NGTS), 2411 Dulles Corner Park, #500, Herndon, VA 20171-1343, a wholly-owned subsidiary of Northrop Grumman Systems Corporation (NGC). The applicable NAICS Code is 541330, Engineering Services. The U.S. Navy continues to upgrade hardware and software in both the ICAP II and ICAP III variants of the EA-6B aircraft. As the designer, developer, and manufacturer of the EA-6B, NGC has been an essential part of the EA-6B upgrade development and integration team. Continued technical support from NGC is required to assist the Navy during testing of ICAP upgrades to the EA-6B. Required tasks include performing engineering analyses and investigations regarding the feasibility, practicability, and desirability of changes to ICAP systems; conducting demonstrations pertaining to engineering aspects of ICAP systems; and designing, manufacturing, and assembling prototypes to support EA-6B engineering investigations and demonstrations. NGC is the only known firm possessing the technical expertise, technical knowledge, and technical data for the EA-6B airframe and its instrumentation that can provide the required support in a timely manner. It is anticipated that a Task Order containing one cost-type CLIN will be awarded under Basic Ordering Agreement (BOA) N00019-08-G-0008. The term of the Task Order is expected to be approximately twelve months. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. Note 22 applies.
