THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W81XWH09RFI9202. The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the U.S. Army Medical Research and Materiel Command (USAMRMC), is seeking information for the purpose of obtaining market research only. This is NOT A NOTICE OF SOLICITATION; but rather, a Request for Information (RFI) from industry that will allow the Government to identify interested sources capable of meeting the described requirement, and develop an acquisition strategy. The information sought herein is for planning purposes only and shall not be construed as a Request for Quote (RFQ), Request for Proposal (RFP), Invitation for Bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED UNDER THIS SYNOPSIS OR UNDER THIS SOLICITATION/ANNOUNCEMENT NUMBER. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses to this notice are not offers; will not be accepted by the Government to form a binding contract; and will not be returned. All information that is marked proprietary and received in response to this RFI, will be handled accordingly. This Notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Should a requirement arise, the full description will be detailed in the resulting solicitation. Questions concerning the requirements for a future solicitation will not be entertained. The US Army Medical Research and Materiel Command (USAMRMC) is a major subordinate Command of the United States Army Medical Command. The USAMRMC directs the management of a number of medical research, development and acquisition programs and began managing the Breast Cancer Research Program (BCRP) in fiscal year 1992 (FY1992). With a Congressional appropriation of $210M in FY 1993 to the Department of Defense for extramural peer-reviewed breast cancer research, the office of the Congressionally Directed Medical Research Programs (CDMRP) was established and has had oversight for Congressional appropriations of almost $5.3B for research programs in FY1992-2009. The CDMRP funds scientific research focused on eradicating diseases and supporting the warfighter for the benefit of the American public. Critical to the success of the CDMRP is the two-tier review process, scientific peer review followed by programmatic review, used to develop a portfolio of scientifically meritorious and programmatically relevant research projects. The CDMRP is seeking to identify existing web-based applications to support CDMRP processes including, but not limited to: synchronous and asynchronous discussions among multiple work groups consisting of up to 30 users per group; confidential voting by and polling of each user simultaneously for all users; repetitive polling for and voting on the same research application; upload of approximately 10 documents for each of 2000 research applications; simultaneous access and review of documents by all users; capability for multiple users to provide comments on individual documents and on each research application; and generation of ad hoc reports. Optional functions may include supporting online meetings utilizing either audio or video capabilities. In addition, the system must meet minimum security requirements and be capable of either a system-to-system transfer of data and files utilizing current web services technologies or provide an automated process for export/import of information and files. Vendors with existing systems meeting these requirements are invited to provide detailed specifications to include: System capabilities and functions, hardware and software requirements. Indicate if there are any DOD\Army customers currently using this product. Indicate if the product has current Army CoN (Certificate of Networthiness) and Army IPv6 compliance certification. 4.0. SUBMISSION REQUIREMENTS RESPONSES ARE DUE BY 4:00 P.M. ON AUGUST 21, 2009. Interested firms may submit capability statements via e-mail, with Response to Web-based Application RFI included in the subject line, to Ms. Pamela L. Fisher at pam.fisher@amedd.army.mil. Responses shall not exceed 10 pages when printed and should be transmitted with attachments in Microsoft Word or pdf format. Maximum allowed electronic file size is 4 megabytes. Capability Packages must include the following: (1)Capability Statement demonstrating knowledge and ability to perform services. (2)Relevant Past Performance information demonstrating ability to provide ALL capabilities noted (3)List of customers (both government and private) for which you have performed similar services within the last five years. Include contract numbers, and points of contact. (4)Business status: e.g., Small; Disadvantaged; 8(a); Women-owned; Veteran owned; Large (5)List of current GSA contracts relevant to this requirement, with contract numbers, (6)Contact information name, title, telephone number, and e-mail address of designated corporate point of contact for this RFI. All valid e-mail responses must include the return e-mail address, company name, mailing address, telephone number, facsimile number, and a point of contact. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
