- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is M00681-09-T-0119 and is issued as a Request for Quotation (RFQ). This is a 100% small business set-aside. The North American Industry Classification System (NAICS) Code is 323118 and the business size standard is NTE 500 employees. This requirement is for a firm fixed price contract for four (4) items as follows: Item 0001: 1,400 each Staffing and Recruiting (S & R) Binder: Customized, 9-1/2" x 6-3/4" sheet size; one (1) round rings with boosters; concealed rivets; black wallaby cover material; black shoe kid liner material; 4-3/8" horizontal pocket inside front and back covers; clear vinyl business card holder centere! d on inside front pocket; pen loop; flap closure with heat sealed 5/8" velcro square; with a gold foil stamp, golden logo with the Eagle Glove and Anchor, diameter of 4", on front cover; letters on the logo: U.S. MARINE CORPS (top); RECRUITING SERVICE (bottom); Item 0002: 100 each Binder/Case with Retractable Handles for Career Retension Specialist Course (CRSC): customized, 14-1/2" x 11-1/2" x 2-1/2" finished size; 1-1/2" round ring with boosters (velcro attached, so removable); padded retractable handles; black tec hyde simulated leather material; bound edge construction; two exterior pockets; large gusseted inside pocket with separate zippered pocket and six business/credit card pockets; clear pocket for ID; pen loop and writing pad; zipper closure, no decoration; Item 0003: 100 each Binder/Case with Retrractable handles, customized. 14-1/2" x 11-1/2" x 2-1/2" finished size; 1-1/2" round ring with boosters (velcro attached, so removable); padded retractable handles; black tec hyde simulated leather material; bound edge construction; two exterior pockets; large gusseted inside pocket with separate zippered pocket and six business/credit card pockets; clear pocket for I! D; pen loop and writing pad; zipper closure; deboss stamping with large logo pressed into the side of the binder; letters on the logo: United States Marine Corps (top center); 8412 (middle center); Career Recruiter (bottom center); Item 0004: 100 each Daily Planner Manuals, for year 2010 - 2011; 8-1/2" x 11" sheet size; 3-hole drilled to fit into above binder/case; Franklin Covey, 2-page a day design; January 2010 - December 2011, April 2010 - March 2011, July 2010 - June 2011, and October 2010 - September 2011. Delivery will be to Marine Corp Recruit Depot San Diego, CA 92140. Submission of Quotes: Quotes must be returned to the below listed address no later than the date and time specified in block #8, page #1. Quotes may be hand carried, submitted by mail through the U.S. Postal Service or commercial courier service (FedEx, UPS, etc.). The Government reserves the right to make award solely on initial quotes received. Quoters bear the burden of ensuring that all portions of the quote (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. Quotations shall be delivered to: Sent via U.S. Postal Service: Regional Contracting Office, SW, attn: Pok-Su Determan, P. O. Box 1609, Oceanside, CA 92051-1609; Hand Carried or sent via courier service: Regional Contracting Office, SW, attn: Pok-Su Determan, Bldg. 22180, MCB, Camp Pendleton, CA 92055. Contract Authority: The Government will solicit and award this contract using Simplified Acquisition Procedures, in accordance with FAR subpart 13.5. As a result of this authority, certain requirements for soliciting, awarding, and notifying quoters are streamlined. In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence. Online Representations & Certifications Application (ORCA): Quoters shall submit representations and certifications electronically at http://orca.bpn.gov/. Certification is required prior to submission of the quote. Questions Concerning the Solicitation: Questions must be submitted in writing no later than 23 July 2009 at 4:00 p.m. (Pacific Time) to the mailing or email address listed below. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. All questions will be reviewed and responded to by an amendment to the solicitation. Regional Contracting Office-SW, attn: Pok-Su Determan, P. O. Quoters shall submit one original and one copy of their quote as described: (a) Standard Form of Contract (SF-1449) Blocks 17a, 30b, and 30c of page one (1) shall be completed by quoters and Block 30a shall be signed to show the quoter has read and agrees to comply with all terms, conditions, and instructions provided in the solicitation document; (b) Representations & Certifications - Quoter's shall provide a statement that certification in ORCA is current, complete, and accurate as of the date of the quoter's signature, or list any changes; and (c) Price Quote - Quoters shall provide pricing for all items. QUOTES ARE ALL OR NONE. Evaluation of Quotations & Award: The Government will evaluate all quoters and determine which quoter represents the best value to the Government considering: price, technical capability, and past performance, and conformance with the solicitation requirements. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, represents the best value. The Government may award based solely on information contained in the quote and is not obligated to seek completion or clarification of pricing information and/or other factors.
