Description
U.S. Department of Homeland Security 6650 Telecom Dr. Suite 300 Indianapolis, IN 46278 Date of Issue: July 20, 2009 Solicitation Number: HSBP1109Q20050292 Dear Industry Partner; The US Department of Homeland Security Customs and Border Protection has a requirement for High Security Bolts. These bolts must meet the International Organization for Standardization Publicly Available Specification 17712(ISO/PAS 17712) for freight containers. Description of Services: The U.S Department of Homeland Security, Customs and Border Protection (CBP) Office and Field Operation (OFO), has a requirement for high security bolts seals to be use for sealing inspected containers. The Government seeks High Security Bolt Seals in order to preserve the integrity of containerized cargo leaving CBP possession. These security bolts will ensure uniform procedure for sealing inspected containers. The attached Statement of Work (SOW) details the requirements and establishes tasks the Vendor shall perform. The first phase will be an initial order of 350,000 High Security Bolt Seals (HSBS) delivered to specified location within 30-days of award of contract, second phase will be database requirements; third phase will be ability to store and ship an additional quantity of 650,000 HSBS to multiple CBP locations within 5-days of receipt of order; fourth phase will be handheld scanning devices; fifth phase will be to ensure additional orders can be placed against contract. CBP envisions establishing an Indefinite Delivery Indefinite Quantity (IDIQ) contract to fulfill this requirement. If you are interested in this solicitation, submit your quote in accordance with the submission instructions described below. Place of Delivery: US Customs and Border Protection, DHS Enterprise Network & Technology Support Division- OIT Enforcement Technology Program 10720 Richmond Highway, Suite N Lorton, VA 22079 We have issued this RFQ to you and to other contractors. If you decide to respond, your quotation must be in full compliance with the attached instructions in this RFQ In addition to this letter; this RFQ includes the following attachments: 1 Attachment One: Statement of Work 1 Attachment Two: Past Performance Questionnaire 1 Attachment Three: Past Performance Rating Scale If you decide to submit a quotation in response to this RFQ, please ensure that you have read the attached documents, and then submit your quote by the date and time indicated above. All items within the RFQ must be completed and returned as part of your quote. If your company does not intend to quote, please submit a “No Quote” letter. The Government reserves the right to award without discussion; therefore each offeror is encouraged to submit their best terms with their proposal. Special attention is directed to FAR 52.212-1 (b). Failure to submit the required information for evaluation may render the offer non-responsive. Offerors shall include a fully executed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212.-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, along with the following additional FAR clauses : Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36, Affirmative Action for Handicapped Workers, 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of Vietnam Era, 52.232-33 Payment by Electronic Funds Transfer – Central Contractor Registration. FAR 52.217-8 Option to Extend Services (NOVEMBER 1999) The government may require continued performance of any services within the limits and at rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rated provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the current performance period end date. Evaluation Criteria The proposal evaluation and discussion procedures in Federal Acquisition Regulation (FAR) Part 15, contracting by negotiation, does not apply to this acquisition. Therefore we will not use those procedures. The Government will not establish a competitive range; conduct "discussions" with all offerors within a competitive range, or request final proposal revisions ("best and final offers") from offerors. The basis of award shall be best value. After receiving quotations, the Government may request additional oral or written information from one or more offerors, but not necessarily from all offerors. Basis for Award: a. The Government will make an award resulting from the Request for Quote (RFQ) to the responsible offeror(s) whose quote(s), conforming to the Statement of Work (SOW), will provide the Best Value to the Government, technical, price and other factors considered. The Government may select for award the offeror whose total ceiling price is not necessarily the lowest, but whose overall proposal is deemed sufficiently more advantageous to the Government so as to justify the payment of a higher ceiling price. Conversely, the Government may select for award the offeror whose total ceiling price is the lowest, when other proposals are not sufficiently more advantageous so as to justify the payment of a higher ceiling price. b.The Government intends to evaluate offers and award a delivery order without communications with offerors. Therefore, the offeror’s initial offer should contain its best terms from a price and technical standpoint. However, the Government reserves the right to make clarifications or request revised quotes if later determined by the Contacting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in the submitted quotes. C. Relative Importance of Evaluation Criteria: The Government considers Technical Approach to represent the strongest indication of successful achievement of contractual objectives; technical approach is more important than Past Performance and Price. When combined Technical Approach and Past Performance is more important than price. Past Performance Questionnaire: Each Offeror is required to send a Past Performance Questionnaire (see attachment ) to at a minimum the three (3) past performance references list in their quote under past performance history references. Using the past performance Rating Scale (see attachment) the Listed Past Performance reference information shall include at a minimum: company name, point of contact, phone/fax/e-mail information. All Offeror references must complete the survey and email the survey to the contract specialist Ebrima Conteh at ebrima.conteh@dhs.gov no later than 1:00 pm Eastern Standard Time (EST), August 03, 2009. Each Offeror is responsible for coordinating with their referenced customers to ensure that completed past performance questionnaires are submitted to the Contract Specialist Ebrima Conteh at ebrima.conteh@dhs.gov no later than the above referenced date/time. Instructions for Submitting Your Quote If an Offeror intends to respond to this solicitation and has questions concerning the solicitation and its requirements; the deadline for submitting questions is 1.00 PM Eastern Standard Time July 27, 2009. Offerors shall submit their quote electronically to Ebrima Conteh, Contract Specialist (email: ebrima.conteh@dhs.gov ) by 1 PM Eastern Standard Time August 03, 2009. The subject RFQ does not constitute authorization to proceed with the work. Work authorization will be issued only after the task order is properly awarded under the selected contractor’s task order.
