- This serves as a “Notice of Intent” to purchase Cobol Mining upgrade licenses from Information Analysis Inc. The Government intends to purchase Modernization Workbench Server V 2.1 upgrade licenses on a sole source basis as a logical follow-on to a previous competition under FAR Subpart 12.6: DescriptionQtyAmount Modernization Workbench Server V 2.1 for x 86 (50 Named Users), With Enterprise View Express1$238,392 Application Analyzer License (Java Parser)1$11,619 Application Analyzer License (PowerBuilder Parser)1$11,619 Total: $261,630 The Federal Acquisition Regulation basis is cited in FAR Subpart 6.302-1(b)(1), (a)(2)(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in— (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; The General Services Administration Federal Acquisition Service (FAS) Office of the Chief Information Officer (OCIO) purchased a commercial, off-the-shelf business rule mining capability to be used for the modernization and enhancement of a legacy batch-type system called FSS-19. The purchase was made as a setaside for small business under FAR Subpart 12.6. The Relativity Modernization Workbench tool was previously purchased with single licenses. To consolidate all mission critical applications in the portfolio, an enterprise license subscription is required for FY09 The original award was conducted as a streamlined, open market acquisition pursuant to FAR 12.6 during 2005. The Government has determined that a commercial off-the-shelf solution to this requirement is available, but not through GSA Schedule (or any other Governmentwide Contract vehicle (GWAC). As a logical follow-on to the original purchase, the Government will award under FAR 12.1 The period of performance is 2 years with options through FY11. The Modernization Workbench, Application Analyzer (Java Parser) and Application Analyzer (PowerBuilder Parser) software is proprietary, and no other vendor is authorized to manufacture or resell the product. The vendor is qualified on the basis that the software has been successfully used for the past year.
