- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only full and open competition solicitation and a written solicitation will not be issued. This synopsis, NAICS code 926150, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a site license. General Duties/Description of Work The FDA Biosciences Library requires a site license to Natural Standard providing the Agency with unlimited access to an evidence-based resource collaboration primarily focusing on the safety and efficacy of dietary supplements, foods, herbs, and vitamins. The FDA requires a site license subscriptions to Natural Standard that provides clinical decision support for dietary supplements, herbs, vitamins, minerals, non-prescription drugs, functional foods, diet, and medical conditions offering an integrative approach. •Ability to search across the interface up-to-date information on thousands of topics including foreign language articles. Includes news and events, scientific research updates, product recalls, contaminants, and regulatory information. •Comparative efficacy charts with evidence grades adapted from the US Preventative Services Taskforce for application to CAM literature. Grades reflect the level of available scientific evidence in support of the efficacy of a given therapy for a specific indication. •International checker to screen international drugs, herbs, foods, supplements, nutrient depletion, brand names, generics and OTC’s. •Monographs include adverse effects, precautions/contraindications, dosing, toxicology, pharmacology, mechanism of action, pharmacodynamics/kinetics, pregnancy/lactation data, clinical trial analysis, 3rd party tested brands, and genomics/ proteomics to name a few. •Continuing Education Modules for multiple healthcare disciplines •RSS feed, blog, podcasts •Interactive tools – nutrition database, interactive calculator, and medical dictionary For the above list, the contractor shall provide the following: a. Vendor hosted website for three concurrent users with userid/password access. b. Customer service shall be available to troubleshoot website/connectivity issues via phone, email, etc. The FDA Biosciences Library requires a site license with unlimited access to Natural Standard for three concurrent users. Deliverables: •Vendor hosted website with access via username and password for 3 concurrent users. •Ability to search across multiple platforms in one search •Training If a plug-in, additional software or recommended software is required for optimal use, please include specific requirements. Contractor will address any questions or problems encountered when using this product with supported software or hardware. Password access to usage stats via Urchin providing information on the number of searches and hits across multiple date timeframes. Vendor will provide online training on a regular basis (monthly) with the maximum number of participants set at 26 or one-on-one training is also available depending on the need. Period of Performance Please provide a quote for each of the following years: Base Year: 9/11/2010 to 9/10/2011 Option Year 1: 9/11/2011 to 9/10/2012 Option Year 2: 9/11/2012 to 9/12/2013 CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
