Description
STATEMENT OF WORK 1.0 Scope. The subcontractor shall provide, manage, control and monitor an optionally piloted vehicle (OPV) asset to collect, process, exploit and disseminate data. Data collections shall be from RF sensors and Electro-Optical/Infra-Red (EO/IR) sensors. The subcontractor shall provide a platform and control interface that will allow for integration and remote command and control of multiple COTS (Commercial Off The Shelf) and GFE (Government Furnished Equipment) sensors. 2.0 Task Requirements. The subcontractor shall provide all labor, material, hardware and administrative costs to support and perform the following tasks. 1. Manpower to support a thirty-day in country operational assessment. The subcontractor shall supply the personnel for the operation and maintenance of the aircraft and sensors for a thirty (30) day period including Ground Station Operators, Sensor Operators and Composite/Mechanics. 2. The subcontractor shall provide the hardware and software to manage, control and monitor an airborne asset to collect, process, exploit and disseminate Intelligence, Surveillance and Reconnaissance (ISR) data. Data collections shall be from both RF sensors and Electro-Optical/Infra-Red (EO/IR) sensors. The software solution must be integrated with C3ISR (Command, Control, Communications, Intelligence, Surveillance and Reconnaissance) software. 3. The hardware and software shall provide real-time streaming video from an airborne EO/IR sensor to a Ground Control Station (GCS). In addition, the GCS shall interface with the C3ISR Situational Awareness and Remote Control software. Using the ability of C3ISR to track targets, the GCS shall allow for C3ISR to point the EO/IR sensor and track moving targets. The GCS shall utilize an imagery based graphically user interface that is capable of displaying: the present location of the airborne asset, flight history trails, key flight parameters (roll, pitch, heading, altitude, airspeed), health and status data on the aircraft, status of communication systems, and the field of view of the EO/IR sensor. The GCS shall also provide the ability to: send updated missions and new tasking to the airborne asset while in flight, full control of the EO/IR sensor (mode selection, pointing, zooming,...), and the ability to talk with air traffic control. 3.0 Government Furnished Items. Maps, Imagery, and Geodesy Data for Demo Locations, Mission Scenarios guidelines, additional signal and video sensors and radios to support command and control will be provided for the subcontractor as a means to accomplish the requirements of the tasks described in this SOW. This equipment must be integrated on the platform and controllable prior to leaving the CONUS (Continental United States). Approximate date for transportation overseas is 01 Sep 2009. All GFI, GFM, and GFE provided to the contractor shall be returned to the Government upon completion of this SOW. 4.0 Performance. Assigned CONUS tasking will be accomplished at a location defined by the contractor in the Washington DC, Hampton Roads area. The OCONUS (Outside of the Continental United States) tasking will be accomplished at a location defined by the contractor. Interested parties are to demonstrate that they have the capabilites of performing the services by provide a capability statement not to exceed 5 pages.
