- Notice of IntentDE-AD52-09NA29267 Pursuant to Federal Acquisition Regulations (FAR) 6.302-1(c), the Department of Energy/National Nuclear Security Administration (DOE/NNSA) Service Center intends to solicit by means other than full and open competition to purchase Advanced Target Pointer/Illuminator Aiming Lights (ATPIAL) AN/PEQ-15, ATP-000-A18 kits manufactured by Insight Technology, Incorporated (5855-01-534-5931). The Agency first announced on FedBizOpps (solicitation DE-RQ52-06NA27245) the requirement for a new laser aiming light device. Based on the unique features of the ATPIAL PEQ-15 it was determined that no other aiming lights would be acceptable to equip the federal agent force; as such, the ATPIAL PEQ-15 has been fully integrated into the training curriculum, thereby essential to the Governments requirements and precluding consideration of a product manufactured by another company. The NAICS code is 333314 with a size standard of 500 employees. This is a notice of intent to solicit the requirement for a five (5) year (base plus four, one-year options) requirements-type contract under FAR 8.4 for a specific brand name under FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Firms wishing to challenge the brand name justification for ther than full and open competition must submit a letter, referencing DE-AD52-09NA29267 to DOE/NNSA. Firms are requested to submit any challenges to the contracting officer by email to smaes@doeal.gov no later than August 6, 2009, 1:00 p.m. Mountain Time.
