- Description
- The U.S. Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite Data Information Service (NESDIS) intends to negotiate with United Nations Office at Vienna on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The acquisition is to acquire Secretary support and services for the Director of the National Space-Based PNT Coordination Office, located in Wein Austria. The United Nations Office of Outer Space Affairs (UNOOSA), with whom the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, Office of Space Commercialization is party to, shall provide services for the Director of the National Space-Based PNT Coordination Office. The agreement establishes services for six United Nations Programme on Space Applications activities: In addition, the United Nations Office of Outer Space Affairs shall continue to provide support for the activities of the International Committee on Global Navigation Satellite Systems in promoting the use of GNSS technologies. ICG reaches out to developing countries to promote the use of space-based PNT applications and address technical issues. Such outreach broadens the eventual reach of the market place for space-based PNT products and services. ICG activities include: supporting the establishment of practical reference frames and GNSS performance monitoring; increasing awareness of protecting the GNSS spectrum from interference and providing assistance to developing countries in identifying and eliminating sources of electromagnetic interference; and increasing educational opportunities related to GNSS application and use. Period of Performance The period of performance for this task is from August 7, 2009 through August 6, 2010, with an option to extend from August 7, 2010 through August 6, 2011. The option to extend will require the United Nations Office of Outer Space Affairs to provide secretarial support for activities facilitated by UNOOSA during this time frame that will assist the Director of the National Space-Based PNT Coordination Office, the Civil Applications Manager at the GPS Joint Program Office and the Geospatial Management Office at the Department of Homeland Security by adding value to the U.S. decision making that will be based upon a solid understanding of issues related to other GNSS systems that could impact GPS. The offeror shall be qualified to provide the dataset, surveys and techniques outlined in the requirement. The contractor conducts surveys soliciting data not available to ITA/MAS/OTTI from other travel and tourism surveys. These surveys are conducted using consumer mail panel, and other methodologies required by ITA/MAS/OTTI. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Jay Parsick, Contract Specialist.
