Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate on a noncompetitive basis with WR Medical Electronics Company, 123 North 2nd Street Stillwater, MN 55082 for a BMEYE Nexfin System, Cardiovagal/Adrenergic Testing Lab System. This acquisition will be processed in accordance with the Simplified Acquisition Procedures FAR Part 13.106-1(b). WR Medical is the sole supplier of Testworks Cardiovagal/Adrenergic Testing Lab including the Nexfin BP Non-invasive Blood Pressure Monitor (BMEYE). The Blood Pressure Monitor (BMEYE) is the only device available that takes continuous blood pressure readings from the finger artery, non-invasive, that interfaces with the WR TestWorks lab and does not require a separate brachial cuff. WR Testworks software is the only known available program which allows the integration of beat-to-beat blood pressure acquisition devices, experiation/inspiration devices, Valsaiva device, and chest bellows. Normative data is integrated for automated comparison of each patient tested. The Blood Pressure Monitor (BMEYE) Nexfin System records and analyzes sympathetic and parasympathetic responses to Valsalve maneuvers and respiration. It is the only beat-to-beat monitor that incorporates the appropriate algorithms used in the clinical setting. NINDS conducted a market research with three types of blood pressure machines; Task Force Monitor 3030I (ImmunoBioSys), Finapres (Finapress Medical Systems), and BMEYE Nexfin System (W-R Medical Electronics). It was found that the BMEYE Nexfin System (WR) Medical Electronics is the only device that will provide the most easily adaptable system for clinical use and an accurate blood pressure reading of 120/80 beat to beat per minute. This information will provide an algorithm for testing and normative values; which are incorporated into the software to ensure reproducible clinical quality studies. Furthermore, the BMEYE Nexfin System is integrated into one autonomic testing system with the Quantitative Sensory Testing (QST) and Quantitative Sudomotor Axon Reflex Testing (QSART) devices that are currently in use in the NINDS lab. Interested parties may identify their interest and submit statement of capabilities in response to this synopsis on or before 12:00noon August 6, 2009. All information furnished must be in writing and must contain sufficient details to allow the government to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposed of determining whether to conduct a competitive procurement.
