- RECOVERY: Synopsis: This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The Department of the Interior, National Park Service (NPS) intends to issue Request for Quote (RFQ) Q4340090504, to furnish and Install Storm Windows in four (4) historic buildings at Fort McHenry, Baltimore Maryland. The Contractor shall be required to furnish all labor, materials, equipment, transportation, and management necessary to Furnish and Install Storm Windows in four (4) historic buildings at Fort McHenry, Baltimore Maryland. THIS PROCUREMENT IS SET ASIDE FOR AN EMERGING SMALL BUSINESS IN ACCORDANCE WITH FAR SUBPART 19.10. The North American Industry Classification System (NAICS) code for this project is 238350 and the Standard is $14 million. AN EMERGING SMALL BUSINESS MEANS A SMALL BUSINESS CONCERN WHOSE SIZE IS NO GREATER THAN 50 PERCENT OF THE NUMERICAL SIZE STANDARD APPLICABLE TO THE NAICS CODE ASSIGNED. The estimated cost range for this project is less than $25,000. The intended contract will be a Firm-Fixed Price Construction subject to the Davis-Bacon Act. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about 29 July 2009. Downloading from the Internet is free of charge. The estimated date for the receipt of bids is 2:00 p.m. on 18 August 2009. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. Be advised, failure to register in the CCR database makes a bidder ineligible for a contract award with the Park Service.
