- FTIR Spectrometer- Microscope- RAMAN SystemThis is a combined solicitation/synopsis for a commercially available FTIR Spectrometer/Microscope/Raman System. This solicitation/synopsis is for commercial items exceeding the simplified acquisition threshold, although prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2005-26. This requirement is being solicited on a full and open competition basis. A firm fixed price contract award is anticipated. The NAICS code is 334516 with the small business size standard of 500 employees. Award will be made to the offer that represents the best value, i.e., the offer that is most advantageous to the Government, considering both technical and price. For this requirement, price may not be the deciding factor. Each offeror shall provide a technical proposal that demonstrates it's equipment meets or exceeds each of the below specifications as provides past performance. Offers shall provide a firm fixed price for the system. Technical Specifications for the FTIR Module include: 1.Light source:Single or multiple light sources to cover near, mid-IR, and far-IR spectrum, specifically 9600 to 20 cm-1. 2. Beamsplitters:Multiple beamsplitters to cover near, mid-IR, and far-IR spectrum, specifically 9600 to 20 cm-1. 3. Vacuum Optics-evacuable optics bench for improved sensitivity. 4. Automatic recognition and alignment of beamsplitters when changed. 5. Detectors: InGaAs (Near-IR), DTGS (Mid-IR & Far-IR)- Room temperature. MCT-liquid nitrogen cooled-1 day liquid nitrogen reservoir. 6. Accessories: Fiber Optic Probe: Near-IR and Mid-IR ranges; ATR-Multiple Bounce; ATR-Cylindrical Internal Reflection Cell; ATR-ZnSe (45 degree) Internal reflection Element wit a trough; HATR-Solid and Liquid Samples; Diffuse Reflectance; Photoacousitic Accessory and PAS cups; Environmental Controlled Chamber; KBr pellet & press system. Technical Specifications for the FTIR Microscope Module include: 1. Spot size- 3-10 ?m visible range resolution. 2. Focal Plane Array Detector. 3. Auto Stage- Computer controlled. 4. Mapping Capabilities. 5. Multiple Objectives: ATR Objective; Grazing Angle Objective; 15X IR & 32X IR objectives; Visible Objective: 4X, 10X, 20X & 40X. 6. Video Camera Port. 7. Video set with framegrabber. Technical Specifications for Dispersive Raman/Microscope module include: 1. Light Source: 3600 to 50cm-1. 532,633 & 780-nm lasers. 2. Microscope: 1?m spatial resolution. Technical Specifications for Spectral Libraries for both FTIR and Raman spectroscopy include: Organic chemical spectral library; Inorganic chemical spectral library; mineral (geology/soils) spectral library. Technical Specifications for the Software include: FTIR, FTIR Microscope, and Dispersive Raman/Microscope Modules operated by the same software. Technical Specifications for the Data Collection System include: a data collection instrument which shall be based, as a minimum, on the following specifications or their equivalent: Microprocessor: Intel Pentium D 2820 (2.8 GHz); Memory: 4.0 GB DDR2 Non-ECC SDRAM, 533 MHZ (4DIMM); Monitor- 19 inch Flat Panel Digital; Video Card- 128 MB Digital; Hard Drive: 160 GB SATA 3.0 GB/s and 8 MD Databurst Cache; Mouse: USB Wireless Laser Mouse; Floppy- 1.44 MB 3.5 Inch Floppy drive; Ports: 2 serial, 1 parallel, 2PCI slots, 4USB, 2 Firewire; Media Storage: 16X DVD =/- RW; Operating System: Microsoft Windows XP Professional, SP2; Network Card- PCI Network Interface Card or integrated. Specifications for Instrument Set-Up and Training include: 1.Instrument set-up will be completed prior to conducting the on-site training. 2.A minimum of three days on-site training shall be provided for up to three operators of the system. 3.A minimum of one training course for FTIR spectroscopy at the vendors facility shall be provided for one operator of the system. 4.A minimum of one training course for Raman spectroscopy at the vendors facility shall be provided for one operator of the system. IN ADDITION: WARRANTY-The manufacturer shall provide a ONE-YEAR WARRANTY on the FTIR/Microscope Raman system for all parts and labor commencing from the date of the system acceptance. The manufacturer shall provide a FIVE-YEAR WARRANTY on the FTIR/microscope/Raman system light sources and interferometers commencing from the data of the system acceptance. TRAINING- The system manufacturere shall provide appropriate training for up to three individuals who will be operating the system. This training shall be provided on-site at the location of the owner/operator of the system being procured. The training shall be structured such that, at a minimum, 3-day period will provide adequate instruction for all operators. The training shall include all aspects of system operation, maintenance, and troubleshooting and be made available at reasonable time intervals. This training must provide the user with the knowledge necessary to effectively operate the system in all modes of efficient analytical support. OTHER-The system manufacturere shall provide a complete set of all operator, maintenance and software manuals, including those covering all peripheral items. The manufacturere shall provide an initial spply of spare parts and consumables for installation and initial operation and checkout of the complete system. The instrument is to be installed at the Robert S. Kerr Environmental Research Center, 919 Kerr Research Drive, Ada, OK. The end user analysts will cooridinate installation with the Contractor. Installation must be performed by individuals employed by the system vendor and certified by the vendor to be trained in the setup and operation of the instrumentation being installed.The following clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commerical Items; FAR 52.212-2 evaluation-Commercial Items; 9See below technical Evaluation Criteria). Offers shall provide information to demonstrate/substantiate that the quoted system meets the above minimum specifications. FAR 52.212-3 Offeror Representations & certifications-Commercial items, shall be completed by offeror and submitted with the quote unless offeror is registered with CCR and ORCA; FAR 52.212-4 contract Terms and Conditions-Commerical Items; The follow FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply- 52.222-3, 52.222-19, 51.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-3, 52.225-4, 52.225-13, 52.232-33, Payment by Electronic funds Trasnfer-Central Contractor Registration. The Government anticipates award, using simplified acquisition procedures, of a contract resulting from this solicitation to the responsive/responsible offeror whose quote conforms to the solicitation and is most advantageous to the Government, price and other factors considered.
