- AWARD WAS MADE TO COMP.NATION UNDER CONTRACT NUMBER HM0177-09-P-0137 IN THE AMOUNT OF $38,324.00. (22 JULY 2009) ___________________________________________________________________ QUESTIONS AND ANSWERS (17 JUNE 2009) Question 1: Would you like our quote to reflect the quantities and costs associated with the volume of consumables that will be required to operate the device through the entire life of the 39 requested cartridges? Answer 1: Please quote based upon our specifications in the solicitation. It is acceptable as long as it meets our requirement. Question 2: Would you like us to quote high-capacity toner or standard capacity toner? Answer 2: The capacity cartridges that should be quoted are (or the closest equivalent): (K) Black - 11,000 pages (C) Cyan - 10,000 pages (Y) Yellow - 10,000 pages (M) Magenta - 10,000 page _____________________________________________________________________ ANSWER #4 IS MODIFIED UNDER THE "QUESTIONS AND ANSWERS" SECTION DATED 16 JUNE 2009. ______________________________________________________________________ QUESTIONS AND ANSWERS (16 JUNE 2009) Question 1: What is the specified quantity for the printers? Answer 1: Attachment "Solicitation Clauses" states that the quantity for printers required is 13. Question 2: There is a Xerox printer with slightly different specifications. Is this an acceptable alternate to HP? Answer 2: Although this type of printer is Energy Star Certified, it does not meet our requirement and does not provide us the support we will need. There cannot be a slight difference in our specifications due to security requirements. Question 3: I am not able to see the Interested Vendors List on the FBO website. Does this mean that I am not eligible to bid for this requirement? Answer 3: No, you may still bid. We turned off the option to be able to see all of the vendors that were or were not bidding. Question 4: Are we supposed to be part of the setup process of these printers or would the department take care of the setup of these printers in the network? Answer 4: The vendors WILL NOT be part of the setup of this equipment. The Government will take care of the setup and installation of the printers. Question 5: Where are we supposed to deliver these printers? Answer 5: Please reference "Place of Contract Performance" in the initial Synopsis/Solicitation. ______________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-32. The National Geospatial-Intelligence Agency (NGA) has a requirement for network printers and associated ink cartridges. This requirement is being set aside for small businesses and competed solely through the Government Point of Entry (www.fbo.gov). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable in the attached package. All vendors interested in submitting a quote for consideration should do so, prior to the solicitation closing date, in the form of an email to the point of contact(s) listed in this solicitation. All submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Quotes and is set aside for small businesses. Quotes from Other than Small Business (OSB) shall not be considered. 2. Quotes shall be based upon open market pricing. 3. Items shall be delivered within 30 days ARO. 4. Award shall be made to the offeror that submits the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) quote. The technical requirements of the hardware are detailed in attachment #1. 5. Submissions should not contain attachments greater than 3MB in size. Such submissions may be excluded. 6. All questions should be in writing, directed to Contracts Specialist Megan Virtue at megan.virtue@nga.mil. All questions (and their answers) will be posted on the FBO website to provide equal access to information for all potential offerors. 7. All offerors should submit a completed version of 52.212-3, Offeror Representations and Certifications (attached). FAR Clauses 52.212-4 and 52.212-5 are applicable to this solicitation and are included in the second attachment. 8. All quotes should be specific enough to ensure TRACEABILITY to each of the minimum technical specifications. The requiring agency should be able to make a determination of technical acceptability for each required technical characteristic of the proposed items based upon the information contained in the quote alone. 9. This requirement is being competed on a Brand-Name or Equal Basis. The required item is listed as an HP 4700dn network printer. However, the Government shall consider quotes that contain the products of any manufacturer provided that they meet or exceed the technical capabilities of the 4700dn as described in Attachment #1 (Minimum Technical Specifications). FAR Clause 52.211-6 is applicable (see Attachment #2).
