- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSALS (RFP) DOCUMENT. THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The US Department of Labor, Mine Safety and Health Administration intends to release a solicitation for the provision of guard and security services at the Mine Health and Safety Academy, located in Beaver, WV. This will be a full and open competition and not subject to a set aside. The Government intends to award a contract to the successful offeror for a base period of one year with four option periods of one year each, for a maximum contract length of 5 years if all option periods are exercised. Proposals will be evaluated and a contract awarded on the basis of best value to the Government The RFP document, DOL09MRP20044, will be available for downloading from the Federal Business Opportunities website on or about August 5, 2009 at www.fbo.gov. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. The North American Industry Classification Standard (NAICS) is 561612 and the size standard is $18.5M to classify as a small business.. All responsible sources may submit a proposal which shall be considered by the agency. Sources must have a valid Cage Code and DUNs Number or have the ability to obtain one and must also be actively registered in Central Contractors Registration (CCR) at www.ccr.gov.. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal. There will be a mandatory site visit for all prospective offerors after the release of the solicitation. The time and date of the site visit will be contained in the solicitation.
