- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Neurological Disorder and Stroke (NINDS) intends to negotiate and award a sole source purchase order to Dr. Guida Landoure-University College London (UCL), Gower Street, London WC1E 6BT, to collaborate and end a project which involves studying patients with neurological disease in Mali, West Africa, which has a stable population with a high rate of consanguinity and shared ancestry with African-Americans. These neurological diseases include Charcot-Marie-Tooth disease, familial autoimmune myasthenia gravis, and spinal muscularatrophy. Research in the group aims to fulfill this purpose by identifying disease genes, investigating the disease mechanisms in cell culture and animals models, and carrying out pre-clinical and clinical trials of potential treatments. Identifying new disease genes involves genetic outreach; efforts to contact, evaluate, and study patients and families with hereditary neurological diseases from throughout the United States and abroad. The period of performance is August 1, 2009-February 10, 2010. Dr. Landoure’s experience with the subject area and his intimate involvement in each of the project areas described in containing research that was started by Dr. Landoure in Charcot-Marie-Tooth disease, familial autoimmune myasthenia gravis, and spinal muscular atrophy. Dr. Landoure has worked to identify various mutations in genes defects with the neurological diseases. Dr. Landoure expertise and knowledge is needed to continue this research in this project. The experience that Dr. Landoure has with molecular genetics research techniques: genomic DNA isolation and sequencing, high throughout put analysis of single nucleotide polymorphisms, genetic database, and studies of human genetic defects in cell culture and animals models through cloning, cell transfusion, immunocytochemistry, and histology. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
