- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service located in Seattle, WA on a sole source basis with Rutgers University. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for studies to integrate multiple sub-models algorithms into one unified numerical simulating model that will simultaneously and accurately simulate the production dynamics of marine ecosystems in the context of climate change. Proposed contractor will be responsible for adapting the core circulation model Regional Ocean Modeling System (ROMS) to accommodate the necessary data structures needed to implement fisheries Individual Based Model (IBM), constructs as behavior (fish movement) bio-energetic-based growth, super-individual implementation and representation of the full-life cycle (egg-to adult) of fish populations. This program requires algorithmic adjustments to the core code to achieve the maximum run time efficiency in the implementation of the new model on multi-processor platforms. The principal investigator Dr. Curchitser is a member of the Ocean Modeling Group at the Institute of Marine and Coastal Sciences at Rutgers' University. He is one of the developers of the ROMS model and is intimately familiar with the model code, its strengths and weaknesses. The government intends to negotiate a firm- fixed price contract with a period of performance of thirteen months. It is anticipated that project will start from Sept 1, 2009 to Sept 30, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
