- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Tiburon Laboratory in Santa Cruz, CA on a sole source basis with Ocean Innovations. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide an easily managed ROV that can be deployed off a 21' boat using a gasoline generator for a power source. Capabilities necessary include: depth rating to 200 m; laser scaling system for measurements; optional sonar system for detection of objects prior to appearance on camera, etc. Ocean Innovations was identified by program office as the only source that can complete the work on this project. Ocean Innovations' Seabotix LBV200L has been used by NOAAs Monterey Bay National Marine Sanctuary and by the Seafloor Mapping Lab at California State University Monterey Bay. NOAA's Tiburon Lab is actively collaborating with both the Sanctuary and CSUMB and the usage of Ocean Innovations' Seabotix LBV200L will enable shared resources of equipment, operating expertise an maintenance. The government intends to award a firm-fixed price contract with a period of performance 4-6 weeks from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
