Description
NASA/ARC intends to extend Contract NNA07BB40C with Metron Aviation, Inc. on asole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. NASA Ames Research Center (ARC) proposes to negotiate a sole-source contract modificationwith Metron Aviation, Inc., to extend the period of performance of contract NNA07BB40Cfor one year and increase its value to reflect current work requirements. The period ofperformance is September 25. 2007 through September 30, 2009. The extension will extendthe period of performance of the current contract, NNA07BB40C, to September 30, 2010.This procurement is for the acquisition of continuing the effort to develop techniqueswhich ensure that all relevant environmental constraints and mitigation options areconsidered in the surface traffic planning and optimization process through the currentwork of the NRA contract, Modeling Environmental Factors in Surface Traffic Optimization(MEFISTO) project, which is being completed under the Airspace Systems Program and theNext Generation Air Transportation Systems Program (NextGen) Airportal Project. TheGovernment intends to obtain this service to continue the support in several areas wherethe contractors support is unique and time critical. This will support meeting impendingmilestones of the Airportal project related to integration requirements of a NASAsimulation environment. The proposed work will also contribute to NASA AeronauticsResearch Mission Directorate (ARMD)-mandated efforts toward environmentally responsibleaviation.This extension is for the continued provision of the highly specialized servicescurrently provided for under contract NNA07BB40C, which was competitively awarded toMetron Aviation, Inc for Modeling Environmental Factors in Surface TrafficOptimization-MEFISTO for the Airspace Systems NextGen Airportal Project. This extension will result in saving substantial duplication of cost and unacceptabledelays in fulfilling the Government's requirements and will alleviate substantial risk tocritical NASA programs, The requirement of the extension is to continue the current NRA in order to enhance thecurrent tasks, including further development and improvement of the environmental planneralgorithms, which will allow for more efficient airport operations, and completing a moredeveloped clean-sheet study of the environmental planner system. The work is alsorequired to include algorithm and system integration efforts.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
